The violations <br />noled are sufficient to declare the building(s) or unit(s) to be substandard pursuant to the <br />EMC 16.08.190 (A) and a public nuisancc pursuant to EMC 16.08.060 (A). Conditions <br />exist to the extent that the health, safety and welfare of the general public are endangered; <br />thereCore, the 4 unit apariment complex is deemed to be a substandard building. Under <br />the authority oC EMC 16.08.28Q when a building of'ficial has found and detemiined that <br />such building is a substandard building, thc building ofTcial shall commcnce proceedings <br />to cause the repair, vacation, or demolition of the building. <br />I. Dcscriotion of Violation <br />EMC 16.08.060 (A) All buildings or portions thereof which are determined afler <br />inspection by the building official to be substandard as defined in this code are hereby <br />declared to be a public nuisance. <br />1.
