Box 21 <br />Mukilteo, Wq ggz75 <br />RE: Multipie Family Design Review of Proposed Four-Plex Iocated at 3826 Wetmore <br />Avenue <br />Dear Mr. Bolin: <br />On January 19, 2001 you submitted a site plan for the development of a four-plex at the <br />above address. Multiple family projects which contain over two units are subject to the <br />multipie family development standards contained in Section 15 of the Everett Zoning <br />Code. Planning Staff has reviewed the proposed four-plex for compliance with these <br />standards; a summary of these findings is outiined below <br />• Section 15.080.A req�ires pedestrian access be provided on site. The primary <br />� entrence to a building which Faces the street, or for dwelling.units located on the <br />ground floor whic�ti face the street shall be located on the fa�ade facing the street. <br />Such entrances shali be prominent, visible from the street, and connected by a <br />walkway to the public sidewalk. As shown on the site plan submitted, there is no <br />entry to the units from the street side of the building. A prominent entry feature <br />wiil need to be provided along the Wetmore Avenue frontage; stainvells enclosed <br />within a structure are not considered to be prominent entry features. A sidewalk <br />shail also be provided U•tiich will allow for access from the building to the existing <br />sidewaik on Wetmore. <br />• Section 15.090.A describes the fa�ade and roof line variations necessary for <br />multiple family projects. Building facades which face tF,e street shall have <br />windows and entries which face the street. <br />• Section 1E.08C.8 states that lots which abut an alley shali be requirad to gain <br />vehicular access from the alley. The driveway and garage entry should be <br />relocated to access the ;ite from the alley. <br />� Section 15.040.A requires that a minimum of 50 square feet of open space be <br />provided per unit. This open space shall be provided in a courtyard, and be <br />accessible, convenient, and functional to residents of the complex. As show� on <br />the site plan submitted, the open space is accessed off of the rear. This location <br />does not appear to be functional. It should be relocated to a more suitable <br />location on site.
