The sub�ect property is part of a 20.4 acre parcel of land that is zoned <br /> �t-1. Located on tliis parcel are the administra[ive offices oL the <br /> Hukilteo School District and Challenger Elementary School. The property <br /> to be developed is vacar.t with significant vegetation on it. <br /> 3. The Applicant su6mitted a site plan that depicts the proposed <br /> development oE tlie sub�ect property. The liigh school Lacility rrill be loca[ed south of the Challenger <br /> Elementary School. Studen[s at the high schaol will be housed in <br /> portable buildings that will cover appror.imately 10,600 square feet of <br /> the site. In addition to the buildings, the site will be developed with <br /> 60 parking spaces. <br /> 5. The properties to the north, south, and east are zoned R-1 while the <br /> property Co the west is zoned R-3. The properties to the south, east, <br /> and west are developed as residential developments while the property to <br /> the north is a school site, the Challenger ELementary School. <br /> 6. The sub3ect property slopes mildly from north to south. hlthough there <br /> are no developmental limitations on the subject proparty, there are <br /> existing Class II wetlands on the sou[hern portion of the property. The <br /> Class II wetlands will be protected with the proposed development. <br /> 7. Pursuant to the provisions of the Everett Zoning Code (E'LC) 41.150.D.2, <br /> schools are peimitted in an R-1 zone sub�ect to review under the Special <br /> Property Use Permit criteria. <br /> 8. EZC 41.150.0 sets forth [he criteria for review of Special Property Use <br /> Pevmits within the City of Everett. Those criteria include: <br /> A. The need aE the neighborhood, district, or City for proposed <br /> special property use. <br /> ll, The adequacy of sr.reets, utilities, and public services required <br /> to serve a proposed use. <br /> C. The impact oE traffic generated by the proposed use on the <br /> surrounding area, pedestrian circulation, and public safety; and <br /> the ability of [he proponent to mitigate such potential impacts. <br /> • D. The provision of ndequate off-street parking, on-site circulation, <br /> and site access. <br />
