Sites designated as geologically h<zazdous areas may be modified if approved by the Planning <br /> Director based upon review of a ;:e�technical report that shows the proposal meets the criteria of <br /> Section 37 of the Zoning Code. 1 he repoY�must show lhat the modifications will not create a <br /> hazard to the subject propeRy or su�rounding properties. <br /> The EIS does not evaluate the impacts of earth rcmoved from the Subazea and placed on sites <br /> oulside of the Subarea. Additional SEPA analysis will be required for placement of fill outside <br /> the Subazea. <br /> 3.3 Mitigation Measures <br /> Prior to Construction <br /> 1. Prior to issuance of grading permits for removing earth from a site, the applicant must <br /> demonstrate that permits have been obtained for placement of the earth off-site. (SEPA <br /> Earth and Water Policies) <br /> Durina Construction/Earthwork <br /> I. In order to minimize erosion du�ing construction, all soil piles shall be covered�vith plastic <br /> sheeting or other impervious covering staked to the gtcund or anchored with rocks or <br /> sandbags. Berms, earthen or othernise, must be constructed at the perimeter of excavated <br /> areas to prevent adjacent site runoff from entering thE excavations. (SEPA Earth and Water <br /> Policies) <br /> 2. Mining sites must comply with the Department of Natural Resources reclamation <br /> requirements. On sites with existing mined slopes which are not subject to DNR regulations, <br /> slopes must be remediated to 1.5 horizontal : 1 veRical (1.SH:1 V), except for glacial till <br /> slopes which can be remediated to 1H:1 V slope if approved by a qualified geotechnical <br /> engineer. All remediated slopes must be covered�vith top soil material that will support <br /> vegetation,jute matting or equivalent; and be revegetated with hydroseed,groundcover and <br /> shrubs. (SEPA Earth and Water Policies) <br /> 3. Temporary slopes�vithin native glacial soils shall be limited to a maximum angle of 1/2 foot <br /> horizontal (H) to 1 foot vertical (V). Temporary slopes within fill soils shall be limited to a <br /> maximum angle of 1 H:1 V. Temporary slopes must be covered with an impern:eable <br /> membrane, such as visqueen or mulch, in order to prevent precipitation from coming in <br /> contact with the soils. (SEPA Earth and Water Policies) <br /> Permanent slopes steeper than 25% shall be designed by a professional civil or geotechnical <br /> engineer. The design should present appropriate erosion control measures which may <br /> include: hydroseeding, erosion control blankets,rip-rap,jute matting, and visqueen.
