The Everett Planning Department sub¢itted [hat the proposed use is <br /> .. consistent with the Comprehensive Plan designation and is compatible <br /> �rith the ex;�ting uses. Because of the close proximity of industry, <br /> many of the cllents of the Applicant may be a resource for day lahor for <br /> � the businesses. I¢ addition, the direct bus services Will allov the <br /> � �� residentc of [he facility to move to other portions of tovn for other <br /> �_, necessities, such as jobs, medical treatment, ece. <br /> 15. The sub�ect property is also zoned to allow adult entertainment uses. <br /> ' There have been no proposals submitted to the Everett Planning <br /> '� �� Department for conversio❑ of the surrounding propertiea to these uses. <br /> The controlled operation of the Applicanc will not be impacted by future <br /> adult entertaioment uses. <br /> ��+ 16. Pursuant to the State Environmental Policy Act� the City of Evere[t aas <br /> designated as the lead ageccy. On April 24, 1990, a Fim:1 Determication <br /> of Non-Significance Was issued for the project. The DNS was issued <br /> =1�1 after the Applicant has submitted the Environmental Checklist. <br /> i <br /> 17. In Snohomish County in 1989, approximately 2,883 individuals spent over <br /> I 46,000 nights in emergency shelter programs. In 1988, there were over <br /> � 3,700 individuals who were turned away frnm suci programs. There is <br /> ��'`� obviously a public need for the facility as proposed by the Applicant <br /> and Chus chis project will serve the public convenience and necessiey. <br /> �8. The Everett Planning Department recommended approval of the proposal <br /> subjec[ to the conditions as set forth ln the staff repoct. <br />
