Within the General Plan there are no <br /> apecific policies for location of eocial aervice facilities, auch as the <br /> one proposed by the Applicaat. The General Plan does allow these typea <br /> of facilities to be located in the Central Busiaesa District within a <br /> certaia area. <br /> 13. The proposed project is not sunnunded by any Single Family or Multiple <br /> Family Residential Zonea. Most of the area is developed with induatrial <br /> uae. Urban services, including traneportatioa services, are available <br /> in the i�ediate area. <br /> 14. The Everett Planning Department eubmitted that the proposed uae is <br /> conaiatent with the Coaprehensive Plan deaignation and ia compatible <br /> with the eziating uses. Becauae of the close prozimity of induatry, <br /> many of the clients of the Applicant may be a reeource for day labor for <br /> the bueinesses. In additlon, the direct bue servicee vill allow the <br /> residents of the facility to move to other portione of town for other <br /> necesaities, such as jobs, medical treatment, etc. <br /> 15. The sub�ec[ property is also zoned to allov adult entertainment uses. <br /> There have been no proposals submitted to the Everett Planniag <br /> Department for conversion of the aurrounding propertiee to theae uses. <br /> The controlled operation of the Applicant will not be impacted by future: <br /> adult entertainment usee. <br /> 16. Pursuaat to the State Environmental Policy Act, the City of Everett vae <br /> deaignated as the lead agency. On April 24, 1990, a Final Determinatioa <br /> of Non—Significance waa iesued for the project. The DNS rras iseued <br /> after the Applicant hae submitted the Enviroomental Checklist. <br /> 17. In Snohomish Couaty in 1989, approzimately 2,883 individuals spent over <br /> 46,000 nighte in emergency ahelter programs• Ia 1988, there were over <br /> 3,700 individuals who were turned away from euch programs. There is <br /> obviously a public need for the facility as proposed by the Applicant <br /> and thue this project will serve the public convenience aad receaeity. <br /> 18. The Everett Planning Department recommended approval of the propoeal <br /> subject to the conditiona as set forth i❑ the ataff report. <br />
