<br /> � FINDINGS OF FACTS

<br /> 1. On .Iune 4, 1990, a Speclal Property Use Permi[ was granted to the
<br /> Applicant for the �:onstruction of a 100 bed shelter for single homeless
<br /> men and a day center for homeless low income men, women, and children on
<br /> ��, �1�� property locutad at 3711 Smi[h S[reet, Everett, Washington. The permit
<br /> was granted s�.b�ect to conditions.
<br /> 2. The Applicant is a non-profit organiza[ion that has budgetary
<br /> ��� limi[ations for the develo�ment of the site. When the bids for
<br /> , construction were received for the proposed development, it was
<br /> dete�ined Chat they exceeded the hudget allotted Eor [he project. As a
<br /> reault, the Applicant was required [o scale doan the project. The
<br /> r�� approved pro�ect has been reduced Lrom a total building area of 21,000
<br /> , square feet to one of 17,400 square feet. Also, changes were made to
<br /> the site plan wi[h regard to parking anci landscaping.
