#60-9 <br />FINAL DECLARATION OF NON -SIGNIFICANCE <br />The proposed action is the issuance of building and grading permits <br />to allow the construction of a one-story 12,000 square foot warehouse <br />building with office on an approximately 44,000 square foot lot. The <br />following factors were considered and the listed requirements were <br />placed in response to comments submitted by various City departments <br />during their review of an Environmental Checklist for this proposal: <br />I. The site is zoned C-2, Heavy Commercial, Lightlndustrial Zone, which <br />would allow this use. The site is currently vacant except for two small <br />buildings, open storage of miscellaneous items and a 32 ft. x 32 f1. <br />concrete slab existing on the northern portion of the site. Brush and <br />some fill material exist on the southern portion. The site is adjacent <br />to railroad tracks and the 1-5 freeway, both on the west. A four to <br />six foot grade difference exists along the northern property line. 39th <br />Street deadends at the tracks and the alley through the site has been <br />vacated. <br />2. The 100 ft. x 120 ft. building is proposed for the NE corner of the <br />property. 27 parking spaces are proposed for the southern portion of the <br />property. Off-street parking areas shall be surfaced with asphaltic or <br />P.C. concrete. No standard street improvements currently exist along Smith <br />or 391h Street frontage. Street improvements in conformance with City <br />ordinances are required. <br />3. Drainage shall be designed in conformance with the City's drainage <br />ordinance. On -site detention and temporary erosion controls approved <br />by the Public Works Department are required. <br />4. Pariicipation in the program to fund the north and south Central <br />Sanitary Sewer Interceptor is required. <br />5. A detailed drawing shall be submitted to the Public Works Department <br />showing parking layout, landscaping, driveways, utilities, storm drainage, <br />and all required improvements to the public right-of-way. Public Works <br />Department approval of these drawings is required before any permits are <br />issued. All improvements shall be completed before the Occupancy Permit <br />Is issued. <br />6. A fire hydrant is required within 200 feet of but not closer than <br />50 feet of all buildings. <br />
