Riparian veqetation and instream organic debris should be left undisturbed wherever possible. 20) Detailed drawings tn accordance with City design and construction standards shall be submitted to the Public Works Depart:aent showinq site parking layout, utilities, storm drainage, temporary con�truction erosion control, and all re- quired improvements in the public right of way. Public Works Department approval of these drawings is required prior to any permits being issued. All improvements shall be com- pleted, approved and warranted before the occupancy Permit is issued. 21) The Parks Department will provide a gate system on Ross Av- enue to control access to the park. 22) Special charges for connection to sewer system in accordance with Ordinance 984-83 are applicable. The actual cost shall be computed by the Building Division per the ordinance in ef- fect at the time and according to the information provided on the approved plans on the date of permit issuance.
