Condition No. 1 which required that the project be developed according to the site plan attached as Exhibit 7 is modified to read as follows: "That the project be developed according to the revised plans dated June 22, 1989, and attached as Exhibits 2 a:�d "s of SMA ,y4-89." Condition 15 which read "A signage plan will be provided by the applicant prior to Planning Commission approval of this project" is modified to read as follows: "A sign plan must be submitted to the Planning Department for review and approval prior to ;installing any signs to assure compliance with the Shoreline Master Program sign regulations." Condition No. 17 is modified to read as follows since the Sanitary Code was modifi.ed in December of 1988 to eliminate the need for a permit: "Prior to construction, plans and specifications must be submit- ted to the Snohomish Health District for review and approval." Condition No. 21 which required that Ross Avenue within River- front Park be vacated at the time the City acquires the DNR site is modified to read as follows since it has been found that the City cannot legally vacate the public road since doing so would landlock another property that uses the road for access. "The Parks Department will pro��ide a gate system on Ross Avenue to control access to the park." Condition No. 27 has been added as follows: "Any grading/fill on this site shall be done so as to not impact the surrounding properties and grass-lined swales are required per City Design and Construction Standards" .
