January 28 2010 7 093-93256 100 <br />1.0 INTRODUCTION <br />1.1 SWPPP Background <br />This Stormwater Pollution Prevention Plan (SWPPP) provides site information and recommendalwn; for <br />implementing best management practices (6MPs) to meet the requirements ol the National Potlulant <br />Discharge Elimination Syslem (NPDES) I State Waste Discharge Permit WA 003197-6 (NPDES Permit, <br />DOE, 2007) issued by the Washington State Department of Ecology (DOE) (or the Pacific Topsoils, Inc <br />(PTI) Smith Island Fanlity dunng constructwn ol a soil cap at the former Sludge Disposal sile (site). <br />Preparalion of this SWPPP does not guarantee compliance with the NPDES Permit. A copy ot the <br />NPDES Permit is included in Appendix A. It is the responsibility of PTI to implement Ihe necessary <br />BMPs, monitoring aclivities, and recommendations set forth in this document <br />This SWPPP has been prepared by Golder Asso6ates Inc (Golder) for the exclusive use by PTI for <br />application to the site localed on Smilh Island in Snohomish Counly, Washington. This document is <br />based in part on supporting mformaUon provided by PTI. This SWPPP was prepared using the <br />Sformwafer Managemenf Manual lor Wes(ern Washington (SWMMVJW), February 2005, prepared by <br />DOE (DOE, 2005). This SWPPP also includes information mandated by thc NPDES Permit issued for <br />the Smith Island Facility. <br />This SWPPP is inlended to be a'living documenC used to assist PTI in controll�ng stormwaler pollutwn <br />This SWPPP will be kepl on site at all times during cap construcUon and submitted lo the DOE upon <br />request. 7his SWPPP will be updaled whenever there is a change in design, construction, operation or <br />maintenance of thls sile which may impacl stormwater quality. <br />The main tezt of this SWPPP mcludes information regarding conslruction aclivdies, po!ential pollutants, <br />and BMPs to be implemented at ihe site lor stormwaler polWtion prevention The appendices of ihis <br />SWPPP provide adddional inbrmalion and tablesl(orms Ihat will be used to lrack and document <br />inlormation required by this Plan. <br />1.2 Plan Outline <br />The SWPPP �s dwlded into seven mam sections with several appendices lhat include stormwater related <br />relerence materials. 1"he topics presenled in each of the main seclions are�. <br />■ Section 1• INTRODUCTION This section provides background on the SWPPP and the <br />organaalion o( the SWPPP document. <br />■ Section 2- SITE DESCRIPTION. This section describes the exisGng sile conditions, <br />proposed conslruction aclivities, and calculated stormwaler flow ra�es for existing <br />conditions and pos4construction wnditions. <br />■ Section 3- CONSTRUC710N STORMWATER BMPs.
