ARilC i.E 12 - AWARD OF CI�NTRACT 12.1 'T��e OWNER reserves the ribht to re.jr,ct any and all Bids, to waive any and all infoRnalities not involving price, time or changes in the work and to negotiate Connact temu with the successful Bidder, and the right to disregard all nonconforming, non-responsive, unbalanced or conditional Bids. Also, the OWNER reserves the right to reject the Bid of any Bidder if the OWNER belie��es that it would not be in the best interest of the Project to make an award to the Bidder, whether because the Bid is not responsive or the Bidder is unquali6ed or o£ doubtful financial ability or fails to meet any other pertinent standazd or criteria established by the OWNER. Discrepancies in the multiplication of units of work and unit prices will be resolved in favor of the unit prices. Discrepancies betwxn the indicatrd sum of any column of fig,ues and the correct sum thereof will be resolved in favor of the coaect sum 12.2 In evaluating Bids, the OWNER will consider the qualifications of the Bidders, whether or not the Bids comply with the prescribed requirements, and such altemates, unit prices and other data, as may be requested in the Bid Fonn or prior to the Notice of Award. 12.3 The OWNER may consider the qualifications and experience of Subcontractors, Suppliers, and other persuns and organizations proposed for those poRions of the work as to which the identity of SubContractors, Suppliers, and other persons and organizatious must be submitted as provided in the Supplementary Conditions. The OWNER also may consider the operating costs, maintenance requaements, perfom�ance data and guazantas of major items of materiaLc and equipment proposed for incorporation in the work when such data is required to be submitted prior to the Notice of Awazd. 12.4 The OWNER may conduct such investigations as the OWIYER deertu necessary to assist in the evaluation of any Bid and to establish the responsibility, qualiScations and fuiancial ability of Bidders, proposed SubConvactors, 3uppliers and other persons and organizations to perform and fumish the work in accordance with the Contract Documents to the OWNER's satufaction within the prescribed time. 19 1'1 j
