Port of Everett <br />SMA 2-91 <br />Page -4- <br />13. In the Urban Environment designated areas of the City of Everett, the <br />activities proposed by the Applicant, including the replacement of the <br />handling facility on Pier 1 with a new handling facility and related <br />activities on Pier 3, are subject to review pursuant to the City of <br />Everett's Shoreline Master Program. <br />14. Piers are permitted is the Urban Environment subject to adherence to the <br />General Use Regulatiooa of the Shoreline Master Program. Piers must be <br />designed and constructed to enable emergency equipment, vehicles, and <br />personnel tr reach all surface areas of the pier. <br />15. Port and water related industry, such as proposed by the Applicant, is a <br />permitted tse within the Urban Environment. Such a use is subject to <br />the General and Specific Use Regulations. <br />16. The proposed project will satisfy the water dependent use test as set <br />forth in the Master Program atd will comply with all other use activity <br />regulations of the Shoreline Master Program. <br />17. If the improvements to the Alumina handling process are not implemented, <br />there is a potential for serious environmental consequences. Because of <br />dust, noise activity, and a general environmental and sensitivity to the <br />existing equipment, changes are necessary. <br />18. The Applicant will be required to satisfy all sign regulations, both <br />general and specific, for Urban Environment Development. The sign shall <br />be constructed to minimize visualobstruction of the shoreline and <br />water. Where feasible, the signs should be constructed against <br />buildings. <br />19. M-2, Heavy Manufacturing zoning sets forth an extensive range of uses <br />that are consistent with marine shipping, transportation, and trade <br />activities. The Everett Zoning Code and the M-2 zoning standards <br />require that the proposed project be developed in conformance with the <br />Use Standards for M-2 zones. These standards include satisfaction of <br />the landscaping provisions, sign provisions, and provisions for <br />off-street parking. <br />20. Environmentally, the relocation of the handling facility on Pier 3 will <br />be an improvement over the existing condition. It will result in a <br />quieter operation with the removal of the existing crane and conveyor <br />system. In addition, it will reduce light and glare generated from the <br />operation and will improve the air quality. <br />21. The proposed project will significantly reduce the amount of dust that <br />escapes from the present off-loading process. With the use of a <br />pneumatic system that will keep the Alumina in an erclosed system from <br />ships to the storage dote, an essentially dust -free environment will <br />result. The Applicant is also proposing that a small system of dust <br />collection cartridges be aided at the edge of the storage dome to filter <br />air inside the dome. Environmentally, these improvements will result in <br />less dust and will be a an ecological benefit. <br />
