8. Water from the debarking procesa muet be controlled in a manner <br /> acceptable to the Department oE Ecology DOE . DOE must alsa be <br /> informed if any equlpment will be washed or mai¢tained on the proiect <br /> site. <br /> 9. The pro�ect muet addresa the federal requirementa outlined in the <br /> Timber Products Point Source Category, CFR 40 Part 29. <br /> 10. A water quality certification from the Department of Ecology is <br /> required in conjunction with the Corpe of Engineer's permit for this <br /> project. This certification may be conditioned to protect saater <br /> quality. <br /> 11. A benthic eampling program Will be required by the departments of <br /> Fisheries and Ecology which is to be initiated prior to any l.og rafting <br /> in areae not currently being uaed for this purpose. The sampling rill <br /> provide an indication of any impact on the benthic community which are <br /> attributable to log rafting. If affected bv log rafting mitigation <br /> may be required. The log rafting Will be controlled by DOE through the <br /> Wa[er Quali[y certification and by Fieheries through the Hydraulic <br /> Project Approval process. <br /> 12. If the City is to asaume responeibility for the maintenance of the <br /> on-eite water syatem as a City water main, the Port musi aign ai hold <br /> harmlese agreement. If the Port chooaea to not aign the hold harmless <br /> agreemen[, the Port muat aeek approval of the water system from the <br /> Depariment of Social and Health Services. <br /> 13. The Applicant shall provide a landscaping plan for review and approval <br /> by the Planning Department prior to ieauance of building permits for <br /> the aubject property. This plan ahall Qrovide at a minimum a 10 foot <br /> wide landacaped buffer sdjacent to the eouthern fence line and adjacent <br /> to the entrance to the S�uth Terminal property, and muet apecify type <br /> aad location of plant materials and aize at time of planting. <br /> 14. The Port must develop an effective rrood waste control program for <br /> review and approval by the Planning Depar[ment prior to issuance of the <br /> Notice of Authorization on this pro�ect. <br /> 15. The site must be aprinkled Khen necessary to control duat emanating <br /> from thie property, and the use must be operated in compliance vith all <br /> Puget Sound Air Pollution Control Agency regulatione pertaining to the <br /> control of airborne duat or pArticulates. <br /> 16. All construction activi[y must he limited to normal day-time houra <br /> C7 a.m. - 10 p.m. weekdays and 9 a.m. ta 10 p.m. on weekends). <br /> Especially noisy activitiea ahall be acheduled for ahort intervals for <br /> one or two periods per day over aeveral days as neceasary. <br /> 17. All equipment mufflere must be in place and in good operating condition. <br /> 18. The Port muat minimize, ehield or eliminate metal structure impacts <br /> auch as hammering. <br /> -5- <br />
