11. Construction and demolition of buildings shall be in compliance with the provisions of the 2003 <br />International Fire Code, Chapter 14. <br />12. All fire alarm control panels (FACP) and sprinkler valves shall be in heated rooms or closets with <br />standard man door access. Locations shall be approved by the Fire Marshal's Office. <br />13. Trash Collection - Dumpslers over 1.5 cubic yards capacity shall be located a minimum of 5 feet <br />from the building [IFC 304.3.3, 2003 Edition]. <br />14. A Public Works Permit is required for this project. Detailed drawings in accordance with City Design <br />and Construction Standards shall be submitted to the Public Works Department, showing site <br />parking layout, landscaping, utilities, storm drainage, temporary construction erosion control, and all <br />required improvements in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All improvements shall be completed, <br />approved and warranted before the Occupancy Permit is issued/final approval is granted. <br />15. Parking must be per City Design and Construction Standards and Specifications. Ordinance #2232- <br />97 required a minimum of 245 additional parking stalls be provided on site for the construction of <br />Shuksan Hall. The current proposal will permanentry displace approximately 202 parking stalls. The <br />new arts and sciences building will increase parking demand on site by approximately 24 stalls. <br />ECC is in the process of acquiring property to the east of the subject structure within the area <br />termed the "triangle", which is bounded by Broadway. Tower, North Broadway, and 10"' Street. The <br />current SEPA review is for the demolition of two single family residences and the Tyee Bowling <br />Alley, which will be replaced with surface parking lots for ECC. The college has stated that as a <br />result of the construction of the new surface parking lot to the east of the proposed Arts & Sciences <br />Building, there will be no net loss of parking on site. Additional parking will need to be provided once <br />future phases create new programs on site. <br />16. Construction staging areas shall not displace any additional parking on site; if construction is still <br />occurring on site when classes are in session, then assurances must be provided to the City that <br />there will be no net loss of parking. <br />17. The Arts & Sciences building will replace outdated facilities in Glacier, Pilchuck and Monte Cristo <br />Halls. These three buildings are slated for demolition within the 25 year Master Plan update, <br />however the structures will remain concurrently with the new Arts & Sciences building. Except for <br />temporary purposes that do not allow fc. enrollment growth, these structures shall not be utilized for <br />classroom space once the Arts & Sciences building is in operation. This will insure that there is no <br />net increase in student enrollment as a result of this new structure. If new programs, which will <br />foster a growth in enrollment on campus, are proposed with in any of these three buildings, <br />additional City review and requirements, including parking, and traffic mitigation fees, may apply. <br />18. If the existing classroom space that this new arts and sciences structure is meant to replace is not <br />removed from use, either by demolition or by change of use, then Traffic Mitigation fees per the <br />City's Traffic Mitigation Ordinance shall be assessed. <br />19. Any reduction in parking ratios for future phases of expansion shall be tied to the demonstrable <br />reduction in Commute Trip rates achieved by the College. Annual reports should be provided to the <br />City documenting the Colleges CTR rates. <br />20. Consideration should be given to providing additional bicycle parking. <br />21. Full curb, gutter and sidewalk improvements per City standard shall be added to the south side of <br />Tower Street from Broadway west to the College's entrance on Tower Street and connected to the <br />0 <br />
