• � � � <br /> proposed master plan amendment is 2007 to 2015.The environmental checklist distussed the impacts <br /> of projected growth of the Co�lege,including demolition of several existing buildings and construttion of <br /> replacement and new buildings to accommodate r�rojected growth.The checklist specifically identifies <br /> demolitinn of the Index Quad as an action contemplated to occur in the 2013-2015 time period and <br /> discusses the impacts of demolition. <br /> In addition to the master plan update,the actions proposed in 2007 included an extension of the City of <br /> Everett Institutional Overlay zone to encompass an addition to the campus, rezoning of these <br /> properties,and amendment of the City of Everett Comprehensive Plan.The City published a Draft <br /> Supplemental EIS(SEIS)for an annual amendment of the Comprehensive Plan,including the College <br /> proposal,in March 2008.A Final SEIS was published in June 2008.After publi[input and hearings,and <br /> review by the Planning Commission,the Everett Ciry Council appraved the rezone and extension of the <br /> Institutional Overlay and the revised College Master Plan (Ordinance 3089•08).Exhibit C3 to Ordinance <br /> 3089-08 depicts the campus in the 2013-2015 time period and shows that the Index Quad was planned <br /> to be demolished. <br /> Previous EnvironmentalAnalysis: <br /> The Drah SEIS was focused on the potential impacts from rezoning and the updated master pian, <br /> including changes in land use patterns, land use compatibility,and displacement of existing land uses;it <br /> does specifically address demolition of ezisting buildings.However, as noted previously,the 2007 <br /> environmentat checklist submitted with the rezone applica[ion specifically identifies the impacts to <br /> elements of the natural and built environments ihat could result from demolition and[onstruction. <br /> Appropriate mitigation measures are identified;in general,these measures are required by state and/or <br /> local regulations,and are standard construction mitigation practices.The demolition plan is included in <br /> Attachment A and desuibes the steps of demolition and site restoration in greater detail. <br /> In general,the impacts of demolition and construt[ion are[he same for most elements of the <br /> environment,particularly for earth,air emissions,water resources, and noise. Potential impacts and <br /> mi[igation measures to these resources are addressed specifically in the 2007 checklis[.No different or <br /> additional impacts would occur.The City would condition the demolition permit to include appropriate <br /> mitigation measures. <br /> New information is avaitable for hazardous substances and historic reso�rces.As noted previously,the <br /> buildings[hat will be demolished were cons(ructed in 1966 and circa 1975 and contain asbestos,lead• <br /> based paint,light tubes containing merwry and fluorescent light ballazts presumed to wntain PCBs. All <br /> hazardous materials would be aba[ed consistent with applicable state regulatians governing removal <br /> and disposal �WAC 296-62, 296•65, 296-155-176, 173303)and with Puget Sound Clear Air Agency <br /> regulations(Regulation IIi,Article 4).No additional mitigation measures are required. <br /> Index Hall is not recommended as contributing to a potential historic distritt or individually eligible for <br /> listing to the National Register of Historic Places.The 1966 and circa 1975 building portions have not <br /> Index Quad Partial Demolition Addendum �? <br /> �wJ <br />
