We have <br /> developed this scope and cost estimate with Shannon&Wilson,who will provide geotechnical services on this <br /> project. The Adolfson team proposes to prepare a study regarding existing and potential future levees near the <br /> WPCF,as detailed below. <br /> The purpose of this study is to determine the existing level of flood protection provided to the WPCF and <br /> industrial facilities west of Interstate-5 (1-5)by the existing Smith Island levees. Flood protection is currently <br /> provided by Diking District No. 5 and by the City. The City is considering upgrading the levees that protect its <br /> WPCF to be eligible for the U.S. Army Corps of Engineers PL88-89 program,or to meet standards for FEMA <br /> certification. The City is considering accepting levees currently owned and maintained by Diking District No. 5. <br /> Prior to any decision the City wants to better understand the existing levee conditions,what they protect,the level <br /> of protection they provide,the City's interest in owning and maintaining the levees,and the potential liability to <br /> the City of that ownership. <br /> We have prepared the following scope of services based upon our February 27,2007 discussions with City staff, <br /> our knowledge of the site,our knowledge of federal,state,and local requirements,and a quick tour of the project <br /> area.Our assumptions concerning the scope and budget are explained in this proposal. <br /> TASK 1—PROJECT ADMINISTRATION <br /> Communication between team members and the client is necessary to provide for schedule efficiency,budget <br /> management, and early identification of any unanticipated issues. <br /> Monthly Invoices and Progress Reports <br /> Adolfson will submit invoices on a monthly basis for work completed. A progress report will be submitted with <br /> each invoice that details: <br /> • Work completed in the previous month and planned for the next month; <br /> •Any deliverables submitted in the previous month; <br /> • Deliverables anticipated for the next month; <br /> • Budget status;and <br /> •Project challenges with proposed solutions. <br /> City Meetings <br /> Adolfson will meet twice with City representatives during the course of this project. The first meeting will occur <br /> after preliminary results are developed,and before the draft report is submitted. We will present our initial results <br /> and work with the City to identify the next steps to be addressed in the draft report. The second meeting will be <br /> 6 <br />
