3. Property Information
Snohomish County Assessor's Office parcel #00393700201900
Legal Description: BEVERLY HOME TRACTS DIV 2 BLK 002 D-00 LOT 19 BLK 2
Address: Commonly referred to as 500 75" Street SE Everett, WA
Property is zoned: R-3, multiple-family, medium density, residential
4. Violations & EMC Sections
Inspection of the property reveals the following conditions and violations:
There is a significant accumulation of fluid contained within the crawlspace of the
southernmost building of the complex. Tests were performed by a laboratory hired by
the City of Everett. These tests show that there is a significant presence of fecal
coliform bacteria contained within this fluid. The level of bacteria is hundreds, or
possibly thousands times higher than what is permitted for discharge into a surface
water system. The presence of such high levels of bacteria clearly demonstrates that
the sanitary plumbing system with the structure has failed and that there is raw sewage
being dumped into the crawlspace of the building. This is a violation of International
Property Maintenance Code (IPMC) 501.2 which reads;
The owner of the structure shall provide and maintain such plumbing facilities and
plumbing fixtures in compliance with these requirements. A person shall not
occupy as owner-occupant or permit another person to occupy any structure or
premises which does not comply with the requirements of this chapter.
and IPMC 504.1 which reads;
All plumbing fixtures shall be properly installed and maintained in working order,
and shall be kept free from obstructions, leaks and defects and be capable of
performing the function for which such plumbing fixtures are designed. All
plumbing fixtures shall be maintained in a safe, sanitary and functional condition.
and IPMC 506.2 which reads;
Every plumbing stack, vent, waste and sewer line shall function properly and be
kept free from obstructions, leaks and defects.
and IPMC 106.1 which reads;
It shall be unlawful for a person, firm or corporation to be in conflict with or in
Everett Police Department,Code Enforcement Unit • 3002 Wetmore Ave • Everett,WA 98201 •425-257-8560
