8 <br /> 2. Rules of Play <br /> a. Promote speed of play through strict adherence to the United States Golf <br /> Association and local rules of golf, etiquette and traditions of the game. <br /> b. Speed of play is promoted to avoid unnecessary delay. <br /> 3. Marshalling Responsibilities <br /> a. Marshalling Responsibilities are listed in Exhibit A. <br /> b. The Contractor shall provide the services of a Marshall at all appropriate <br /> times, with the exception of periods of inclement weather. <br /> c. The courses' goal for a round of golf to be played, at any time, is a <br /> maximum of 4.5 hours. <br /> 4. Playing Policies <br /> a. Refer to Exhibit G for policies relating to golfers without reservations, <br /> with reservations, complementary rounds, and hours of operation and <br /> course closures (collectively known as"Courses' Operating Policies"). <br /> G. OPERATING RESPONSIBILITIES <br /> 1. Business Plan <br /> a. By the Effective Date,the Contractor shall submit a Transition Plan, the <br /> purpose of which is to guide operations for the balance of the initial <br /> calendar year. The Transition Plan shall include, but not be limited to the <br /> following: <br /> 1) Staffing and hiring plan. <br /> 2) Forecasts for revenue, expenses (direct and indirect) by Profit <br /> Center and golf rounds. <br /> 3) Transitional tasks (e.g. equipment installation, licenses). <br /> 4) Community communications strategy. <br /> 5) Requested City assistance. <br /> b. The Contractor shall submit to Parks, for its review and approval, a <br /> Business Plan for each operating (i.e. calendar year) year beginning with <br /> the first full calendar year of operations. The Business Plan must be <br /> submitted to Parks by June One of the operating year immediately <br /> preceding the operating year at issue in the Business Plan. <br /> c. Parks shall approve, disapprove or conditionally approve the Business <br /> 1 Plan before September One of the operating year at issue in the Business <br /> Plan. Parks approval shall not be unreasonably withheld. <br /> 13 <br />
