Since the
1992 ordinance there have been changes in terminology in the International Building and Fire Codes, particularly with
respect to occupancy types, which have necessitated language updates to the 1992 ordinance. Other revisions being
proposed include adding definitions, eliminating requirement of automatic detection/suppression systems when
alterations/repairs to existing buildings exceed 50% of a building's assessed value; requiring automatic
detection/suppression systems when changing occupancy or a division within a group of occupancy, but only if
moving up in hazard class or moving from one highest-hazard class to another; separating some divisions of"F" and
"S" occupancies between separate hazard classes; allowing for a one-time-only 600 square foot addition to an existing
building that is over the ordinance thresholds without requiring automatic detection/suppression systems; and
allowing for a maximum of two 6,000 square foot fire areas to exist next to each other without requiring automatic
detection/suppression systems. Existing gross floor area thresholds are not being revised by this ordinance.
RECOMMENDATION (Exact action requested of Council): Adopt an Ordinance relating to Automatic
Fire Detection and Fire Suppression Systems, Amending Sections 2, 3,4, 6, 7, 8, 9, 10, 11 and 12 of
Ordinance No. 1902-02 (EMC 16.76.020, 16.76.030, 16.76.040, 16.76.060, 16.76.070, 16.76.080, 16.76.090,
16.76.100, 16.76.110 and 16.76.120), adding two new sections, and repealing Section 5 of Ordinance No.
1902-02 (EMC 16.76.050). ,
