5
EXHIBIT A
SCOPE OF WORK
1. Work to Be Performed
Everett Police Station Headquarters and Everett Municipal Courthouse
Phase One: Good Faith Asbestos Survey
The purpose of the Asbestos Survey will be to determine if ACMs are present
within the building in those areas to undergo construction. It is understood that
the work areas related to flooring and related items only. This survey will be
conducted by a Washington State accredited Asbestos Building Inspector under
the Asbestos Hazards Emergency Response Act(AHERA) regulations.
A detailed Scope of Work is provided below:
The scope of work for the survey will include:
1. Conduct a review of available construction or"as built" drawings.
2. A visual survey of the building.
3. Performance of bulk sampling.
4. Laboratory analysis of materials suspected to contain asbestos, which will
be sufficient to fulfill all Puget Sound Clean Air Agency(PSCAA) permit
requirements.
5. Number of asbestos samples to be collected and analyzed during
investigation will be contingent upon the type of building materials found
in the building during the inspection survey. An estimated minimum of 75
samples for the Everett Police Head Quarters and 45 samples for the
Everett Municipal Courthouse will be conducted as necessary.
6. Samples will be collected in a manner that minimizes the emissions of
asbestos fibers into the ambient air, and makes the least visible damage.
7. Observations and samples location will be documented as the work
progresses.
8. An assessment of the condition and damage of suspected ACM will be
documented by the Building Inspector.
9. ALKAI will not be responsible for restoring building materials at sampling
locations to original pre-survey conditions. Suspect Asbestos sample
locations will be selected to best represent areas of building materials that
appear to be homogenous.
2 79
