• <br /> Swift Bus Rapid Transit— Northern Terminal at Everett Station <br /> Everett Transit 7 <br /> B. System Integration/Problem and Solution/Multi-modal and Regional Integration <br /> This project supports, and is an integral component of, the Swift BRT being developed <br /> by Community Transit in partnership with numerous local jurisdictions (including <br /> Edmonds,Lynnwood and Snohomish County), WSDOT and other transit agencies (King <br /> County Metro and Sound Transit). Swift BRT is an efficient means for expanding the <br /> person-carrying capacity of the SR99 corridor for a fraction of what it would cost to build <br /> new highway lanes. <br /> Swift will help implement the long-range plan envisioned for SR99 as a regional express <br /> corridor and is being coordinated with the plans of King County Metro for a bus rapid <br /> transit route that will run from the Seattle CBD to the Aurora Village Transit Center. <br /> Ultimately, when the two BRT systems are complete, bus rapid transit will be realized on <br /> the SR99 corridor all the way from downtown Seattle to the City of Everett, a total route <br /> length of approximately 33 miles. <br /> This project supports seamless connections between multiple modes of travel, including: <br /> improved, all-day access to Everett Station where customers can access Amtrak <br /> passenger rail; Greyhound buses; taxis; Sounder commuter rail (with access to <br /> Edmonds, the Seattle CBD and WSDOT ferry connections at Edmonds to Kingston); <br /> Sound Transit express bus service to major regional connections and destinations; <br /> Quick Coach intercity bus service between Everett and Vancouver B.C.; and <br /> connections to 20 local bus routes, including service to Island and Skagit Counties via <br /> the County Connector. <br /> The project also supports improved transit access to the Aurora Village Transit Center, <br /> which serves as a major transfer point for King County Metro and Community Transit <br /> routes. The transit center is currently served by seven King County Metro buses and <br /> five CT buses, accommodates a Park and Ride with 202 parking spaces that allow for <br /> local, inter-county and regional bus connections. <br /> Finally, the project supports improved transit access to regional bicycle facilities, such as <br /> the Interurban Trail in Snohomish County and the Burke Gilman Trail in King County. In <br /> Snohomish County, access to the Interurban Trail will be available via bicycle facilities <br /> along Airport Road that connect to the Interurban Trail near 128th Street SW and 1-5. <br /> C. Financial Commitment/Relation of Grant Funds to Benefit/Sustainability of <br /> Benefits <br /> Relation of Grant Funds to Benefit. The $2.7 million Northern Terminal project is <br /> essential to the implementation and success of the $25 to $30 million Swift BRT project. <br /> Swift is currently being developed by Community Transit as a long-term commitment <br /> toward mitigating congestion on the SR99 corridor by significantly improving transit <br /> accessibility, speed and reliability. Swift is expected to increase transit ridership in the <br /> corridor by 57% by 2015 and reduce VMT by more than 8 million/year. This is clearly a <br /> substantial benefit to the congested corridor, especially in relation to this $1.9 million <br /> grant request. <br /> 57 <br /> Page 4 of 5 <br />
