7 <br /> Swift Bus Rapid Transit— Northern Terminal at Everett Station <br /> Everett Transit <br /> Sustainability. This project supports long-term, sustainable solutions in the congested <br /> SR99 corridor. Transit terminals, such as the one to be constructed at Everett Station, <br /> have a long-term life of more than 50 years. Moreover, Swift will make transit <br /> infrastructure investments that will meet the long-term travel demand in the corridor. For <br /> example, the investment in new, widely-spaced, passenger stations along the route, <br /> coupled with the use of existing BAT lanes and TSP, will provide sustainable solutions to <br /> improved transit travel times and reliability in the corridor; while the ITS components, <br /> such as real-time next bus information signs, automatic vehicle locators and automated <br /> stop annunciators will provide long-term operations and efficiency solutions. Pedestrian <br /> and bicycle access improvements that will be incorporated into the construction of new <br /> transit stations will provide long-term access improvement for bicyclists and pedestrians. <br /> D. Implementation/Partnerships/Timeliness <br /> Partnerships. Everett Transit and Community Transit are collaborating to provide a 11% <br /> local match for final design and construction of the project. Everett Transit's share is <br /> $220,933, which is secured and will be programmed into the 2007 Capital Budget. <br /> Community Transit's share is $25,000, which will come from secured funds already <br /> programmed in the budget for the Swift project. Community Transit's share is secured <br /> with a letter of commitment signed by Chief Executive Officer Joyce Olson. <br /> Timeliness. 100% of preliminary engineering and 70% of the environmental and final <br /> design will be completed with local funds by March 2007, several months prior to any <br /> grant award. Final design will be completed by January 2008. Construction will begin <br /> August 2008 and be completed by the end of December 2008. We anticipate no <br /> problems with this schedule. No new right-of-way is required and the project is expected <br /> to qualify as a Documented Categorical Exclusion (DCE). <br /> The $1,989,823 requested in this application will be used to complete final design and <br /> construction and could be obligated as soon as funding is authorized. All the money <br /> authorized for this project is expected to be claimed before the end of the 2009 <br /> biennium. <br /> 58 <br /> Page 5 of 5 <br />
