RESOLUTION NO. 4640 <br /> A RESOLUTION authorizing the inclusion of public art as part of the development <br /> of Everett Station (multi-modal transportation center). <br /> WHEREAS, on January 14, 1998, the Everett City Council approved Ordinance No. <br /> 9712-77, amending Ordinance No. 1471-88 to allow on a project by project basis,the <br /> incorporation of art in transit and/or transit related projects through the City's Municipal <br /> Arts Fund; and <br /> WHEREAS, during the planning process for Everett Station, the City has received <br /> comments related to the importance of designing attractive facilities; and <br /> WHEREAS,the Federal Transit Administration(FTA) encourages transit agencies to <br /> pursue the incorporation of public art in their systems to improve customer comfort and <br /> safety, and reinforce the spirit and identity of cities and towns; and <br /> WHEREAS, Circular 9400.1A of the FTA dated June 9, 1995, states in part that"good <br /> design and art can improve the appearance and safety of a facility, give vibrancy to its <br /> public spaces, and make patrons feel welcome. Good design and art will contribute to the <br /> goal that transit facilities help to create livable communities;" and <br /> WHEREAS, Circular 9400.1A states that"funds spent on the art component of projects <br /> should be appropriate to the overall costs of the transit project and adequate to have an <br /> impact. These costs should be all-inclusive and generally should be at a minimum one- <br /> half of 1 percent of construction costs, but should not exceed 5 percent of construction <br /> costs, depending on the scale of the project;" and <br /> WHEREAS, Everett Station will proceed into Preliminary Engineering in the third <br /> quarter of 1998 and the FTA encourages that"artists should be involved in the initial <br /> stages of project development;" and <br /> WHEREAS, the Regional Transit Authority (Sound Transit) approved Motion 40 on <br /> September 11, 1997, making a commitment to the integration of public art in the Sound <br /> Transit system and specifically,that"artists will participate in the design of transit <br /> facilities...and [that] affected communities will be involved in decisions regarding where <br /> and what type of art is appropriate in the communities, and in the selection of artists to <br /> execute the artwork;" and <br />
