• <br /> ORDINANCE NO. 2242-97 0FETT <br /> AN ORDINANCE continuing the Solid Waste Management Utility, and modifying <br /> rates and charges therefore, and repealing Ordinance 2032-94. <br /> WHEREAS, for over eleven years, the Mayor, City Council, and staff of the City of <br /> Everett have been intensively involved in solid waste management issues, particularly City <br /> Council has authorized a waste reduction and recycling program and development of a City of <br /> Everett Solid Waste Management Comprehensive Plan which is currently being updated; and <br /> WHEREAS, said involvement has required many hours of elected officers' and staff time <br /> plus direct costs of the services of consultants since 1986; and <br /> WHEREAS, as an integral part of management of solid waste, the City Council finds that <br /> waste reduction and recycling should be encouraged, emphasized, upgraded, and, if necessary, <br /> subsidized in the City of Everett, and that some expenditure of public funds will be required to <br /> establish and promote a successful waste reduction and recycling program; and <br /> WHEREAS, the City Council finds that all residences, multi-family, businesses and <br /> industries in the City will benefit from the City Solid Waste Management Utility conducting <br /> solid waste projects and programs as the Mayor and Council may direct and that the following <br /> rates should be established to fund said projects and programs: <br /> CATEGORY CHARGE <br /> Single Family Residence $1.00/unit/mo. <br /> Multi-Family $.85/unit/mo. <br /> Business $.19/FTE/mo.* <br /> *To a maximum of 10,000 employees or$1,900 per month; and <br /> WHEREAS, the City Council of the City of Everett finds that private haulers now <br /> provide satisfactory and cost effective solid waste collection services for the single-family <br /> residents, multi-family residents, businesses and industries of the City of Everett, but that there is <br /> a need to provide publicly-supported coordination and administration of solid waste <br /> management, including waste reduction and recycling programs in the City, and, <br /> C STAGORD TT079ord(LM7/14/97) <br /> 1 <br />
