WHEREAS,the Planning Commission has recommended to the City Council the approval of various amendments to the text and policies of the Everett Comprehensive Plan, as well as amendments to the Land Use Map and the rezoning of specific properties to implement the Comprehensive Plan; and WHEREAS,the City Council held a Public Workshop on February 5, 1997, and Public Hearings on February 12, 1997, and February 19, 1997, to consider the recommendations of the Planning Commission concerning various amendments to the text and policies of the Everett Comprehensive Plan, as well as amendments to the Land Use Map and the rezoning of specific properties to implement the Comprehensive Plan; and WHEREAS, the City Council finds that the proposed amendments to the text and policies of the Comprehensive Plan are consistent with the requirements of the Growth Management Act, consistent with the Vision 2020 Growth and Transportation Strategy, consistent with the Snohomish County County-Wide Planning Policies, and consistent with other policies of the Comprehensive Plan; and WHEREAS,the City Council finds: 1. Circumstances related to the Regional Transit Authority plan, to the City's capital improvements programs, and to State laws regarding the relationship between the Growth Management Act and the shoreline master program, have changed sufficiently since the adoption of the plan to justify the changes to the text and policies of the comprehensive plan recommended herein; 2. New information presently available which was not considered at the time the plan was adopted includes the Regional Transit Authority (RTA) plan approved by voters in November, 1996, and new capital facilities funding sources. This new information justifies the changes to the policies contained herein. Additional changes will be required as more information concerning the implementation of the RTA Plan becomes available; 3. The proposed changes to the text of the plan promote a more desirable growth pattern for the community as a whole by further integrating transportation policies and improvements, capital facilities, and land use policies for the benefit of the community; 4. The proposed text change concerning residential land use densities clarifies and is consistent with other existing residential land use policies. The changes contained herein eliminate potential conflicts with other sections of the Land Use Element concerning housing densities; 5. That the proposed amendments to the text and policies of the Comprehensive Plan promote the best long-term interests of the Everett community; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN:
