WHEREAS,the Planning Commission has recommended to the City Council the approval of <br /> various amendments to the text and policies of the Everett Comprehensive Plan, as well as <br /> amendments to the Land Use Map and the rezoning of specific properties to implement the <br /> Comprehensive Plan; and <br /> WHEREAS,the City Council held a Public Workshop on February 5, 1997, and Public Hearings <br /> on February 12, 1997, and February 19, 1997, to consider the recommendations of the Planning <br /> Commission concerning various amendments to the text and policies of the Everett <br /> Comprehensive Plan, as well as amendments to the Land Use Map and the rezoning of specific <br /> properties to implement the Comprehensive Plan; and <br /> WHEREAS, the City Council finds that the proposed amendments to the text and policies of the <br /> Comprehensive Plan are consistent with the requirements of the Growth Management Act, <br /> consistent with the Vision 2020 Growth and Transportation Strategy, consistent with the <br /> Snohomish County County-Wide Planning Policies, and consistent with other policies of the <br /> Comprehensive Plan; and <br /> WHEREAS,the City Council finds: <br /> 1. Circumstances related to the Regional Transit Authority plan, to the City's capital <br /> improvements programs, and to State laws regarding the relationship between the Growth <br /> Management Act and the shoreline master program, have changed sufficiently since the <br /> adoption of the plan to justify the changes to the text and policies of the comprehensive <br /> plan recommended herein; <br /> 2. New information presently available which was not considered at the time the plan was <br /> adopted includes the Regional Transit Authority (RTA) plan approved by voters in <br /> November, 1996, and new capital facilities funding sources. This new information <br /> justifies the changes to the policies contained herein. Additional changes will be required <br /> as more information concerning the implementation of the RTA Plan becomes available; <br /> 3. The proposed changes to the text of the plan promote a more desirable growth pattern for <br /> the community as a whole by further integrating transportation policies and <br /> improvements, capital facilities, and land use policies for the benefit of the community; <br /> 4. The proposed text change concerning residential land use densities clarifies and is <br /> consistent with other existing residential land use policies. The changes contained herein <br /> eliminate potential conflicts with other sections of the Land Use Element concerning <br /> housing densities; <br /> 5. That the proposed amendments to the text and policies of the Comprehensive Plan <br /> promote the best long-term interests of the Everett community; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />
