Section 1. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance#2021-94, section entitled Transportation Element is hereby amended by <br /> the addition of the following text: <br /> Non-Motorized Transportation (Trail) Sub-Element of the Transportation Element of the <br /> Everett Comprehensive Plan <br /> A. General Goals. Everett Vision 2000,the community visioning process that forms one basis <br /> for the comprehensive plan, identifies the need for integrated pedestrian and bicycle trails within <br /> the City. The term"trail" as used herein shall include facilities for use by pedestrians and <br /> bicyclists, including sidewalks, bicycle lanes on streets, and trail facilities separated from the <br /> City's street system. Everett's Non-Motorized Transportation system consists of existing trails, <br /> roadways and sidewalks. These facilities will continue to comprise the major parts of the trail <br /> system. The strategy contained herein is to improve the existing infrastructure to better <br /> accommodate bicycle and pedestrian traffic, and to develop new bicycle/pedestrian trail <br /> systems. In order to accommodate both the demand for local trails, and maintain the quality of <br /> life in the Everett area,the Non-Motorized Transportation sub-element of the Transportation <br /> Element lists the following general goals: <br /> 1. Promote a transportation system that includes a trail system and places an emphasis on <br /> alternative non-motorized forms of transportation, and which integrates non-motorized <br /> transportation with the public transit system. <br /> 2. Include planning for trail facilities and improvements in all transportation capital <br /> improvement programs, land use planning policies, and implementing development <br /> regulations. <br /> 3. Provide commuter opportunities by designating trail corridors linking north-south traffic <br /> to job centers in downtown, southwest Everett, and the Everett Mall area to encourage <br /> alternative modes of transportation. <br /> 4. Provide trail connections from all parts of Everett to the regional Interurban Trail. <br /> 5. Provide trail access to and connections with existing and future parks, schools, business <br /> areas, and other trails. <br /> 6. Improve and increase recreational trail opportunities throughout the City. <br /> 7. Balance trail user needs with environmental protection in sensitive areas. <br /> 8. Improve the existing on-street transportation system to include safe facilities for bicycles <br /> and pedestrians. <br /> 3 <br />
