B. Policies. The following policies articulate the goals and strategies of the Non-Motorized <br /> Trail sub-element of the Transportation Element. They are meant to implement the further <br /> development of a multi-modal transportation system. <br /> 1. The City of Everett will provide a wide variety of non-motorized transportation <br /> opportunities for commuter and recreational use of trails. The trail system shall serve <br /> different age groups, experience levels, and activity types. <br /> 2. The non-motorized transportation system shall serve a wide geographic area, and shall <br /> connect to regional trail systems. <br /> 3. The City of Everett shall pursue dedication of right-of way and open space on public and <br /> private lands for the use of trails. <br /> 4. Planning for trails shall be included as conditions placed upon new development where <br /> trail corridors have been identified by an adopted trail plan. <br /> 5. The City shall provide a safe,healthy environment for non-motorized use of trails. <br /> 6. The City shall keep the public informed of trail improvement plans and shall solicit <br /> public input in the planning and implementation of the trail system. <br /> 7. Right-of-way abandonment by public agencies or private entities shall not occur until the <br /> City has reviewed the proposal for potential trail use. <br /> 8. The City shall maintain accurate maps of all adopted trail proposals, and existing trail <br /> routes. <br /> 9. The trail system shall provide a variety of trail access points for bicyclists and pedestrians <br /> to encourage maximum usage of alternative modes of transportation. <br /> 10. The City shall insure safety on trails which use roadways and sidewalks by using,where <br /> possible, physical barriers, lane striping, directional signage,a*4 grade separations, and <br /> other means as appropriate.. <br /> 11. Trails shall be incorporated as an integral part of the roadway in new road proposals, <br /> wherever possible. <br /> 12. The City shall enhance pedestrian circulation currently provided by the sidewalk system. <br /> Such enhancements may include signage, benches, distinctive paving, landscaping, and <br /> designated safe walking routes. <br /> 13. The City shall provide trail routes which minimize street crossings; and when such <br /> crossings are necessary, appropriate signals and/or crosswalks shall be installed to insure <br /> safety. <br /> 4 <br />
