amendments to the Land Use Map and the rezoning of specific properties to implement the <br /> Comprehensive Plan; and <br /> WHEREAS, the City Council held a Public Workshop on February 5, 1997, and Public Hearings <br /> on February 12, 1997, and February 19, 1997, to consider the recommendations of the Planning <br /> Commission concerning various amendments to the text and policies of the Everett <br /> Comprehensive Plan, as well as amendments to the Land Use Map and the rezoning of specific <br /> properties to implement the Comprehensive Plan; and <br /> WHEREAS,the City Council finds that the proposed amendments to the Land Use Map of the <br /> Comprehensive Plan are consistent with the requirements of the Growth Management Act, <br /> consistent with the Vision 2020 Growth and Transportation Strategy, consistent with the <br /> Snohomish County County-Wide Planning Policies, and consistent with other policies of the <br /> Comprehensive Plan; and <br /> WHEREAS,the City Council finds that the proposed amendments to the Land Use Map of the <br /> Comprehensive Plan promote the best long-term interests of the Everett community; and <br /> WHEREAS, with regard to the Waits Motel property located on the southeast corner of <br /> 13th Street and Lombard Avenue,the City Council finds: <br /> 1. The Residential and the Commercial Land Use Policies of the Comprehensive Plan <br /> discourage the encroachment of commercial use and zoning into residential <br /> neighborhoods. While the commercial use of the Waits Motel has long been established, <br /> rezoning the property to B-2 would allow for the possible change in the use of the <br /> property to other commercial uses, in conflict with this policy direction; <br /> 2. All other properties facing Lombard Avenue in this block are zoned and used for <br /> residential purposes; <br /> 3. The use of the subject property as a motel may continue. The Zoning Code allows for <br /> either expansion of nonconforming uses or conversion to another nonconforming use, <br /> provided such proposals meet the evaluation criteria specified in the code; <br /> 4. Substantial public input for the recent application to expand the Waits Motel has brought <br /> to light circumstances and conditions which support the need to maintain residential <br /> zoning in the immediate vicinity. This information was not available at the time the <br /> comprehensive plan was adopted in August, 1994; and <br /> WHEREAS, with regard to the proposed amendment to the Land Use Map for the Greenspace, <br /> Inc., property located at 9707 and 9709 19th Avenue SE,the City Council finds: <br /> 5. The subject property is oriented to the 19th Avenue SE arterial corridor, and not to the <br /> adjoining residential neighborhoods to the north, east or south; <br />
