that meet the Minimum Requirements, existing site conditions shall mean the <br /> conditions that existed prior to local government adoption of a stormwater <br /> management program. If in question, the existing site conditions shall be <br /> documented by aerial photograph records, or other appropriate means. (c) For all <br /> sites in water quality sensitive areas as identified under Minimum Requirement #7, <br /> Water Quality Sensitive Areas, existing site conditions shall mean undisturbed <br /> forest, for the purpose of calculating runoff characteristics. (d) For all undeveloped <br /> sites outside of water quality sensitive areas, existing site conditions shall mean the <br /> existing conditions on the site. <br /> (14) "Impervious Surface" - means a hard surface area which prevents the <br /> entry of water into the soil mantle as under natural conditions prior to development. <br /> Common impervious surfaces include, but are not limited to, roof tops, walkways, <br /> patios, driveways, parking lots or storage areas, concrete or asphalt paving, or other <br /> surfaces which similarly prevent the natural infiltration of stormwater. <br /> (15) "New Development" -means the following activities: land disturbing <br /> activities; structural development, including construction, installation or expansion <br /> of a building or other structure; creation of impervious surfaces; and subdivision and <br /> short subdivision of land as defined in Chapter 58.17 RCW. <br /> (16) "Natural Location" of drainage system shall refer to the location of <br /> those channels, swales, and other conveyance systems as defined by the topographic <br /> contours existing for the subject property, from City of Everett aerial topographic <br /> maps dated 4-8-69 and 4-25-71. In cases where the above maps are inconclusive, <br /> "natural location", shall refer to the existing features unless it can be shown from <br /> documented maps or photographs that the features have existed less than ten (10) <br /> years. In cases of disagreement, the decision of the City Engineer as to "natural <br /> location" shall be final. <br /> (17) "Peak Discharge" shall mean the maximum surface water runoff rates <br /> (cfs and cms) determined for the design storms at the point of discharge from the <br /> subject property. <br /> CSTAGN DM STORM.ORD(LM9/27/96) <br /> 4 <br />
