• <br /> (18) "Planned Residential Development" shall mean a land development <br /> project comprehensively planned as an entire via a single site plan which permits <br /> flexibility in building siting, (lot size, setback lines, etc.), mixture of housing types, <br /> usable open space, and preservation of sufficient natural feature. <br /> (19) "Receiving Bodies of Water" shall mean all water courses including <br /> creeks, streams, lakes, and other bodies of water into which waters are directed, <br /> either naturally, in manmade ditches, or in closed conduit systems. <br /> (20) "Redevelopment" shall mean on an already developed site, the <br /> creation or addition of impervious surfaces, structural development including <br /> construction, installation or expansion of a building or other structure, replacement <br /> of impervious surface that is not part of a routine maintenance activity, and land <br /> disturbing activities associated with structural or impervious redevelopment. <br /> (21) "Retention Facilities" shall mean facilities designed to hold water for <br /> a considerable length of time and then consume it by evaporation, plant <br /> transpiration, or infiltration into the soil. <br /> (22) "Runoff Control Facilities" shall mean any facility installed or <br /> constructed in conjunction with a drainage plan for the purpose of treatment or <br /> abatement of urban storm water runoff, excluding retention or detention facilities. <br /> (23) "Stormwater Management Manual" shall mean the manual of <br /> technical and administrative procedures established by the City Engineer which <br /> delineates methods to be used, the level of analysis required, and other details for <br /> implementation of the provisions of this ordinance. <br /> (24) "Subject Property" shall mean the tract of land which is the subject of <br /> the permit and/or approval action, as defined by the full legal description of all <br /> parcels involved in the proposed development. <br /> SECTION 3: MINIMUM TECHNICAL STANDARDS <br /> (1) SMALL PARCEL MINIMUM REQUIREMENTS - APPLICABILITY <br /> A.
