7 <br /> CITY OF EVERETT <br /> PROFESSIONAL SERVICES AGREEMENT <br /> THIS AGREEMENT made and entered into on this <br /> day of , 2007, by and between the CITY OF EVERETT, a municipal corporation under the laws <br /> of the State of Washington,hereinafter referred to as the "City," and Providence Associates, LLC, whose <br /> address 1530 East Elm St., Cottonwood,AZ 86326,hereinafter referred to as the"Service Provider." <br /> WHEREAS, the City desires to engage Service Provider to develop a strategic plan for the Everett <br /> Public Library that will include the deliverables listed after the number 1: <br /> for the City of Everett; and <br /> WHEREAS, Service Provider represented, and by entering into this Agreement now represents,that it is <br /> fully qualified to perform the work to be performed hereunder in a competent and professional manner; <br /> NOW,THEREFORE, the parties herein do mutually agree as follows: <br /> 1. Engagement of Service Provider. In a competent and professional manner, Service Provider <br /> shall provide the following services(hereafter referred to as"Work"): <br /> a. Attend Staff Training Day, October 8, 2007 to report on process and answer questions. <br /> b. a demographic profile with population projections through 2015 <br /> c. a peer comparison and benchmarking report, <br /> d. a youth services assessment and a technology assessment <br /> e. a report on community partnerships and services to diverse populations <br /> f. design focus group questions, stakeholder interview questions, and web and telephone survey questions <br /> in consultation with the library planning team <br /> g. conduct 6-10 focus groups, some to include library staff, and prepare reports <br /> h. conduct 4-6 key stakeholder interviews, and compile reports <br /> i. conduct a web survey and compile report <br /> j. conduct a statistically valid telephone survey of Everett residents and compile report <br /> k. prepare an overall community analysis report <br /> 1. draft plan of service based on the identified service priorities,with review by library planning team <br /> m. draft staffing plan to support the plan of service, including alternate scenarios for growth, funding, <br /> and the impact of technology <br /> n. draft collection development statement. <br /> o. draft funding plan that explores different options for funded the recommended service priorities, with <br /> an operational cost estimates for each component. <br /> p. facilitate a retreat to review findings, plan of service,vision and missions statements, establish goals <br /> with measurable objectives, brainstorm activities that support objectives, and summary of Planning <br /> Team's retreat work. <br /> q. prepare preliminary draft of strategic plan, and submit it for review by library planning team. <br /> r. hold a town hall meeting opportunity for the community,with opportunity for further input, and <br /> creation of summary of meeting comments. <br /> s. Laura Isenstein will present the final draft,to full library staff, board, and City of Everett elected <br /> officials. <br /> t. Providence will provide five paper and one electronic copy of the final plan. <br /> 3 <br /> 2 <br />
