If, and only if, the Phase I analysis concludes that projections are sound and estimates attainable, Thomas/Lane Associates would conduct a Phase II analysis that will consist of estimating the resulting impacts, benefits and costs associated with the scheduled commercial air service. Compensation is not to exceed $69,300.00, with$19,800 as the estimated cost for the Phase I study. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign a Professional Services Agreement with Thomas/Lane Associates for a feasibility study of commercial air service at Paine Field for an amount not to exceed$69,300.00.
