9 <br /> Exhibit A <br /> Scope of Work <br /> Phase 1 <br /> The 2004 Mead/Hunt study, Passenger Core Market Analysis: Snohomish <br /> County Airport/Paine Field stated that"carriers to date have not chosen to <br /> provide [scheduled commercial] service to an additional airport in the Seattle <br /> area" but also concluded that"there is the potential for Snohomish County <br /> Airport/Paine Field to function as a secondary airport" and it identified the <br /> following routes and carriers as the most likely air service providers: <br /> United Airline to San Francisco <br /> United Airlines to Denver <br /> Delta Airlines to Salt Lake City <br /> Horizon Air/Alaska Airlines to Los Angeles <br /> Horizon Air/Alaska Airlines to Las Vegas <br /> America West Airlines to Phoenix <br /> The data contained in the Mead/Hunt study appear to have been used by Hans <br /> Toorens: in his 2007 Paine Field Airport study which had its preliminary <br /> summary presented to the SnoCo EDC recent meeting of Mayl6th. <br /> The first task of Phase 1 will assess and update the Mead/Hunt study. In <br /> particular, it appears that the study defines Paine Field's catchment area as <br /> going all the way down to the middle of the City of Seattle—which probably <br /> generates over estimates of arrivals and departures—and also uses a survey of <br /> travel agents to identify destinations—which likely accounts for the anomalous <br /> finding that Las Vegas is the number one destination of all air travelers living in <br /> Paine Field's catchment area. Additionally, this task will also assess and <br /> update the forecasts for Paine Field done by Bernard Dunkelberg & Co. as part <br /> of their 2003 FAR Part 150 Update study that projects just under 11,000 <br /> Passenger Air Carrier/Commuter operations at Paine field by 2008. <br /> The second task will compare and reconcile the Paine Field projections with the <br /> recently completed Washington State Long Term Air Transportation Study <br /> (LATS) done by Aviation Division of WSDOT, and the state's System <br /> Evaluation and Strategic Pan for WSDOT-Managed Airports (whose draft plan, <br /> which includes Paine Field, is scheduled to have a draft finished by August, <br /> 2007) will also be compared and reconciled with the Paine Field Forecasts. <br /> The third task will be to interview staff from United, Delta, Horizon Air/Alaska <br /> Airline, and Air West.
