The compared and reconciled Paine Field <br /> forecasts will be assessed against each airline's airport decision algorithm. The <br /> results of these assessments will be used as additional input to evaluating the <br /> likelihood and magnitude of future scheduled commercial air service at Paine <br /> Field. <br /> The fourth, and final, task in Phase 1 will be a report to Economic Development, <br /> City of Everett, containing (a) findings about the likely future magnitude of <br /> aircraft operations at Paine Field, by type of operation including number of daily <br /> flights and projected destinations; (b) the likelihood and magnitude of future <br /> scheduled commercial air service at Paine Field; and (c) recommendations for <br /> conducting an analysis of the impacts, benefits and costs of scheduled <br /> commercial air service—should such a study be warranted.. <br /> Phase 2 <br /> Task One of Phase 2 will estimate benefits that scheduled commercial service <br /> at Paine Field will have as measured by: <br /> • business retention in Everett, <br /> • tourism attraction/development in Everett, <br /> • other business attraction/development in Everett, <br /> • business activity in Everett- as measured in business revenues; <br /> • employment in Everett, <br /> • City tax revenues in Everett, <br /> • travel time savings by persons flying out of Paine Field, <br /> • travel cost savings to persons flying out of Paine Field. <br /> Task Two will estimate the costs that scheduled commercial service at Paine <br /> Field will have as measured by: <br /> • potential adverse environmental effects on neighborhoods <br /> surrounding Paine Field, <br /> • potential increases in noise levels, <br /> • potential increases in traffic levels, <br /> • potential adverse effects on public safety/health, <br /> • reduced (absolute or relative) property values, <br /> • any costs to the City of Everett if scheduled commercial services <br /> were provided. <br /> Page 9 <br />
