�t 2007 STOP Violence Against Women Formula Grant <br /> Intergovernmental Agreement <br /> interpretation and translation services,where necessary. Recipients are encouraged to <br /> consider the need for language services for LEP persons served or encountered both in <br /> developing their programs and budgets and in conducting their programs and activities. <br /> Reasonable costs associated with providing meaningful access for LEP individuals are <br /> considered allowable program costs. <br /> 32. EQUAL TREATMENT FOR FAITH BASED ORGANIZATIONS <br /> The Contractor agrees to comply with the applicable requirements of 28 CFR, <br /> Part 38, the Department of Justice regulation governing"Equal Treatment for Faith Based <br /> Organizations' (the"Equal Treatment Regulation"). The Equal Treatment Regulation <br /> provides in part that Department of Justice grant awards may not be used to fund any <br /> inherently religious activities, such as worship,religious instruction, or proselytization. <br /> Recipients of grants may still engage in inherently religious activities,but such activities <br /> must be separate in time or place from the Department of Justice funded program, and <br /> participation in such activities by individuals receiving services from the Contractor must be <br /> voluntary. The Equal Treatment Regulation also makes clear that organizations <br /> participating in programs funded by the Department of Justice are not permitted to <br /> discriminate in the provision of services on the basis of a beneficiary's religion. <br /> 33. POLITICAL ACTIVITIES <br /> Political activity of local Contractor employees and officers are limited by the State <br /> Public Disclosure Act and the Federal Hatch Act. <br /> No funds may be used for working for or against ballot measures or for or against the <br /> candidacy of any person for public office. <br /> The Contractor shall certify that no funds payable under this Agreement will be paid by <br /> or on behalf of the Contractor to pay any person for influencing or attempting to <br /> influence an officer or employee of any agency, Member of Congress, an officer or <br /> employee of Congress, or any employee of Member of Congress in connection with the <br /> awarding of any federal or state Contract, grant, loan, or cooperative agreement. <br /> 34. CONFLICT OF INTEREST AND KICKBACKS <br /> Employees, subcontractors, and board or committee members shall not use, or give the <br /> appearance of using,their positions for the personal gain of themselves or those with whom <br /> they have family,business or other ties. <br /> Employees, subcontractors and board or committee members shall not have or acquire any <br /> interest, direct or indirect,which would conflict with the performance of services under this <br /> Agreement. <br /> The Contractor shall not employ or subcontract with persons who have conflicts of interest, <br /> nor appoint them as members of its governing board or advisory committee. <br /> t <br /> Page 13 of 18 <br />
