EXHIBIT A <br />ie <br />Scope of Professional Engineering Services <br />Chemical Feed Systems - Electrical and Instrumentation Design Installation and Programming <br />Everett Water Filtration Plant <br />PROJECT UNDERSTANDING <br />The goals of the project are: <br />1) Develop drawings and specifications for the installation of two new package soda ash feeder systems for <br />the City of Everett Water Filtration Plant The City has prepared, via Brown and Caldwell, drawings and <br />specifications for the mechanical system and the City wishes TETRA TECH/KCM, INC. to develop <br />detailed electrical and controls drawings to interface the new systems with the plant's existing electrical <br />and control systems. <br />2) Design and implement a new PLC/SCADA and Controls network in order to isolate the control system <br />from the rest of the Plant and City computer network while still allowing the necessary data to flow <br />between the two systems. <br />3) Program and configure the PLC and touch screen interface at the new Hypochlorite Facility. <br />4) Evaluate existing conditions and make recommendations regarding new chemical feed <br />equipment/systems. <br />SCOPE OF ENGINEERING SERVICES <br />Based on our understanding of the project, the following scope of services is proposed for the City to be <br />able to reach the project goals. <br />TASK 100 — CHEMICAL FEED SYSTEM DESIGN <br />Task 110 - Electrical and Instrumentation Design: <br />1. TETRA TECH/KCM, INC. will conduct a review of information developed to date. <br />2. TETRA TECH/KCM, INC. will attend a project kick-off meeting, at the water filtration plant, to: <br />a. discuss the project requirements with plant staff <br />b. review the existing facility systems and obtain existing facilities and equipment condition <br />information <br />c. retrieve any existing facility electrical drawings. <br />3. TETRA TECH/KCM, INC. will review information from the vendor to incorporate their system <br />components into the design. TETRA TECH/KCM will also recommend modifications to the <br />vendor that are needed to integrate the system into the overall plant SCADA system. <br />4. TETRA TECH/KCM, INC. will develop (7) electrical and instrumentation drawings for inclusion in <br />the bid package being prepared by the City. <br />5. TETRA TECH/KCM, INC. will prepare Division 17 specifications for the instruments and I/O <br />panel that will be provided by the contractor. (The existing Division 16 specification prepared by <br />B&C will be re -used as -is). <br />6. TETRA TECH/KCM, INC. will prepare a 75%, final review and bid ready submittal of the <br />drawings and specifications defined above for city review. <br />7. TETRA TECH/KCM, INC. will attend 2 design review meetings. <br />8. TETRA TECH/KCM, INC. will incorporate review comments discussed in the review meetings. <br />9.
