11) <br />EXHIBIT A <br />Scope of Professiorial Engineering Services <br />Chemical Feed Systems - Electrical and Instrumentation Design and Programming <br />Everett Water Filtration Plant <br />PROJECT UNDERSTANDING <br />The goals of the project are: <br />1) Design and implement a new PLC/SCADA and Controls network in order to isolate the control system <br />from the rest of the Plant and City computer network while still allowing the necessary data to flow <br />between the two systems. <br />2) Program and configure the PLC and touch screen interface at the new Hypochlorite Facility. <br />SCOPE OF ENGINEERING SERVICES <br />Based on our understanding of the project, the following scope of services is proposed for the City to be <br />able to reach the project goals. <br />TASK 100 — NETWORK EVALUATION AND DESIGN <br />Task 110 - Network Evaluation and Design <br />The existing SCADA network will be evaluated and a new configuration will be developed based on discussions <br />with the City. The new network configuration will integrate the Chlorination Facility control equipment, and <br />have space for future expansion. This task will be primarily done by an IT sub consultant. Tetra Tech and sub <br />consultants will be available for 2 meetings with the City, a network evaluation meeting and a design review <br />meeting. <br />Backup of the SQL database will also be evaluated and options will be presented to the City for consideration. <br />Task 110 Deliverables <br />1. One copy of new network overview drawing. <br />2. Network overview drawing in AutoCAD format. <br />3. SQL database backup options. <br />Task 120 - Network Design Implementation <br />The existing SCADA network will be reconfigured based on the design developed in Subtask 1.1. Tetra Tech <br />will specify, purchase, configure and install new Ethernet switch and/or other hardware needed to implement the <br />design. This task will also be primarily done by an IT subconsultant. <br />Task 120 Deliverables <br />1. Network hardware configured and installed <br />2. Configuration notes and settings. <br />Task 130 - SCADA Software Reconfiguration <br />The existing SCADA software will be reconfigured to communicate to the Plant PLC's over the new <br />communications network. Using a copy of the existing application, Tetra Tech will reconfigure the Wonderware <br />database in our office. When the database work is completed, Tetra Tech will load the new database onto one of <br />the existing SCADA computers, unplug the serial connection and test the application using the Ethernet <br />connectf to confirm that the communications link is operating correctly.
