Sound Transit was originally granted this authority <br /> for Federal Fiscal Years 2004 - 2007. In this role, ST will invoice the U.S. Department of Transportation for <br /> the cost of participation in the program and distribute revenue to the regional partner agencies based on riders <br /> served.
