4 <br /> AGREEMENT BETWEEN SOUND TRANSIT, KING COUNTY, PIERCE TRANSIT, <br /> COMMUNITY TRANSIT, KITSAP TRANSIT, EVERETT TRANSIT, AND <br /> WASHINGTON STATE FERRIES <br /> REGARDING THE FEDERAL EMPLOYEE PASS PROGRAM <br /> EFFECTIVE DATE: October 1,2007 <br /> This Agreement is made and entered into by and between the Central Puget Sound Regional Transit <br /> Authority("Sound Transit"),King County("King County"),the Pierce County Public Transportation <br /> Benefit Area Corporation("Pierce Transit"), Snohomish County Public Transportation Benefit Area <br /> ("Community Transit"),Kitsap County("Kitsap Transit"),the City of Everett("Everett Transit"), and <br /> Washington State Department of Transportation("Washington State Ferries"),individually referred to as <br /> an "Agency" and collectively known as "the Agencies"in this Agreement. <br /> RECITALS <br /> A. The Agencies are party to a Federal Employee Pass Agreement with the United States Department <br /> of Transportation(USDOT),which becomes effective October 1,2007,and provides for the sale <br /> and distribution of passes to federal employees who commute to federal work sites. This agreement <br /> describes the relations between the Agencies and the United States Department of Transportation <br /> (USDOT), and the relations between USDOT and these federal worksites. <br /> B. A benefit to federal employers of the Federal Employee Pass(commonly known as the"Eagle <br /> Pass")is that it is a single pass valid for use regionally and can be purchased from a single source, <br /> with a single payment. <br /> C. The parties desire to enable Sound Transit to be the single point of payment for purchasers of the <br /> Federal Employee Passes. <br /> NOW, THEREFORE,in consideration of the mutual covenants contained herein,the sufficiency of which <br /> is hereby acknowledged,the Agencies agree as follows: <br /> 1. PURPOSE <br /> This Agreement establishes the terms under which the Agencies grant Sound Transit authority to <br /> invoice USDOT for the Federal Employee Pass Agreement on behalf of the Agencies. <br /> 2. PASS PRICING <br /> Pricing for the Federal Employee Pass Agreement has been established within the agreement <br /> between the Agencies and the United States Department of Transportation for the sale of Federal <br /> Employee Passes. <br /> 3. KITSAP TRANSIT RESPONSIBILITIES <br /> 3.1 Report of Initial and Additional Federal Employee Pass Card Orders <br /> Kitsap Transit will regularly provide copies of orders for cards issued under the terms of the <br /> Federal Employee Pass Agreement. <br /> 2 <br /> Agent Agreement for Federal Employee Pass Program Oct. 2007—Sept. 2008 <br />
