WHEREAS, the Planning Commission has recommended to the City Council the approval of <br /> various amendments to the text and policies of the Everett Comprehensive Plan, as well as <br /> amendments to the Land Use Map and the rezoning of specific properties to implement the <br /> Comprehensive Plan; and <br /> WHEREAS, the City Council held a Public Workshop on June 26, 1996, and Public Hearings on <br /> July 10, 1996 and July 17, 1996 to consider the recommendations of the Planning Commission <br /> concerning various amendments to the text and policies of the Everett Comprehensive Plan, as <br /> well as amendments to the Land Use Map and the rezoning of specific properties to implement <br /> the Comprehensive Plan; and <br /> WHEREAS, the City Council finds that the proposed amendments to the Land Use Map of the <br /> Comprehensive Plan are consistent with the requirements of the Growth Management Act, <br /> consistent with the Vision 2020 Growth and Transportation Strategy, consistent with the <br /> Snohomish County County-Wide Planning Policies, and consistent with other policies of the <br /> Comprehensive Plan; and <br /> WHEREAS,the City Council finds that the proposed amendments to the Land Use Map of the <br /> Comprehensive Plan promote the best long-term interests of the Everett community; and <br /> WHEREAS, with regard to the proposed expansion of the Everett Community College campus, <br /> the City Council finds: <br /> 1. The proposed expansion of the Everett Community College campus is supported by a <br /> variety of policies of the comprehensive plan, including Land Use Policies 1.10.1 through <br /> 1.10.3 ("Hard to Site Facilities") (page LU-30); 1.11.4 ("Specific Geographic Areas: <br /> Everett Community College - General Hospital", page LU-31); Housing Element <br /> Implementation measure A.15 (page H-29); Transportation Element policies 1.c (page T- <br /> 17), 1.o, 1.t(page T-18), 2.j, 2.k, (page T-20), 2.m, and 2.p (page T-21); 4.a(page T-25); <br /> Capital Facilities and Utilities Element policies 2.b(2),2.b(3), and 2.b(6) (page CF-6); <br /> Economic Development Policy 5.6.4 (page ED-19) and Implementation measure E.5 <br /> (page ED-23). <br /> 2. That while the City was aware of the on-going planning efforts for campus expansion <br /> since the mid to late 1980's,the circumstances which have changed since August, 1994 <br /> which justify a change to the land use designation include decisions by the State of <br /> Washington to provide funding for the acquisition of land and construction of additional <br /> classroom facilities and off-street parking facilities. <br /> 3. New information that was not available at the time that the comprehensive plan was <br /> adopted includes the development of a conceptual master plan for the proposed expansion <br /> of the ECC campus, including the general location of the proposed new building, location <br /> of vehicular and transit access points for the campus,pedestrian walkways, parking lot <br /> configuration and a landscaping scheme. <br /> 4. The proposed expansion of Everett Community College promotes a more desirable land <br /> use pattern for the community as a whole by: <br /> Z <br />
