a) enabling college to grow to serve the increasing demand for educational services in <br /> Everett and Snohomish County; consistent with many of the policies of the <br /> comprehensive plan; and <br /> b) creating additional off-street parking supply to reduce on-street parking impacts in <br /> adjoining residential neighborhoods; and <br /> c) expanding to be located nearer to the principal arterial corridor providing access to the <br /> college campus (North Broadway); and <br /> d) establishing long term predictability for the neighborhood related to future <br /> development of the campus. <br /> 5. The proposed"college" land use designation should not be applied to other properties in <br /> the vicinity because of the very specialized nature of the land use and the lack of clear <br /> demand for additional land for college purposes in the foreseeable future. The properties <br /> located on the east side of Broadway which are located in residential zones should be <br /> designated"commercial"and zoned B-2 in order to promote compatibility between the <br /> proposed college expansion and the commercial uses located between North Broadway <br /> and Broadway. <br /> 6. The conceptual master plan provides for increased compatibility between the college and <br /> surrounding uses by creating additional off-street parking for students that currently park <br /> on residential streets within the surrounding neighborhood, by providing improved <br /> pedestrian circulation for children walking from adjoining neighborhoods to Whittier <br /> Elementary School, by establishing landscaping buffers along street frontages, property <br /> lines and within off-street parking areas. The use of the Institutional Overlay Zone will <br /> ensure that public concerns are further considered in the development of more detailed <br /> development plans to be reviewed by the Planning Commission and City Council. <br /> 7. The proposed change to a"college" land use designation will create pressure to change <br /> the land use designation of the residentially zoned properties located between Tower <br /> Street, 10th Street, Broadway, and North Broadway. The Planning Commission <br /> recommendation to the City Council includes a change of the land use designation for <br /> these properties to "commercial." <br /> 8. While the Planning Commission has continuing concerns over the loss of affordable <br /> housing in existing residential neighborhoods,the overall benefits to be realized by the <br /> community in the expansion of educational programs at Everett Community College, is <br /> felt to outweigh the loss of 20 single family dwellings. <br /> 9. The State of Washington is required to provide relocation assistance to residents of the <br /> homes to be acquired for the expansion of the college, in accordance with State law. <br /> WHEREAS, with regard to the proposed amendment of the land use map for the M& M <br /> Associates property located on the southeast corner of 19th Avenue SE and 120th Place SE, the <br /> City Council finds: <br /> 10. The applicant has stated that they intend to build an office building on the subject <br /> property, and they are the owners and developers of a multiple family housing complex <br /> on the abutting property containing approximately 200 dwelling units; and this mix of <br /> residential and medium density housing is consistent with the desired development <br /> 3 <br />
