connection to SR 526 and to Mukilteo Boulevard(Fifth Street in Mukilteo), geological <br /> stability of the Japanese Gulch steep slopes, environmental impacts, impact to <br /> neighborhoods, and cost considerations. Until a thorough analysis of these and other <br /> related issues are completed,the designation of this corridor will remain in the <br /> Transportation Element only as a potential facility. Everett will work with the City of <br /> Mukilteo and other affected agencies to review this alignment as an important piece of <br /> the regional transportation network. The designation of this facility for further study <br /> shall in no way be construed as the City of Everett supporting the construction of the <br /> Paine Field Boulevard Extension. The designation of this facility for further study shall <br /> not commit the City of Everett to construction of the Paine Field Boulevard Extension, <br /> regardless of the findings and recommendations of such a study. <br /> Section 10. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance#2021-94, Section entitled"Transportation Element," is hereby amended <br /> by the addition of the following policy text: <br /> Six Year TIP (Transportation Improvement Plan): The City annually approves a Six <br /> Year Transportation Improvement Plan, as required by the State of Washington, which <br /> identifies those transportation projects which will receive funding and/or be implemented <br /> within the following six years. This annual planning effort is based upon the priorities <br /> and policies of the Comprehensive Plan, and is automatically incorporated into the <br /> Transportation Element each year, as an implementing functional plan.. <br /> Section 11. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance#2021-94, Section entitled"Transportation Element, Regional Transit <br /> System, Multi-modal centers,"page T-30, which reads: <br /> Anchoring the regional transit system on the north will be Everett's primary multi-modal <br /> center,just east of the downtown area adjacent to the existing Burlington Northern tracks. <br /> this center will interface with commuter rail,AMTRAK, light rail, bus, auto, pedestrian and <br /> bicycle facilities. It will be linked to the downtown area with enhanced transit service. <br /> This facility is currently in an early phase of planning and design and will function initially <br /> with bus and park and ride service. Other multi-modal centers are anticipated as the <br /> regional light rail system is constructed. These centers will not interface with as many <br /> modes as the downtown center but will perform the critical function of connecting/ <br /> accessing the regional system with local systems. Some of these centers may be <br /> established prior to the extension of light rail to establish travel patterns and planned land <br /> use configurations. <br /> Opportunities exist in and near downtown Everett and along the existing rail corridor for <br /> providing facilities for different modes of transportation(including parking facilities)that <br /> would serve the larger region in general and the downtown in particular. <br /> is hereby amended to read: <br /> Anchoring the regional transit system on the north will be Everett's primary and highest <br /> priority multi-modal transportation center,just east of the downtown area adjacent to the <br /> existing Burlington Northern tracks. The area is known as the Smith Street site and was <br /> selected as the site for the development of the multi-modal transportation center by the <br /> Everett City Council in July, 1995. The Federal Transit Administration issued a Finding <br /> of No Significant Impact (FONSI) in August, 1995 for the site. This was based on the <br /> combined SEPA EIS /NEPA EA prepared for the center's siting study. this center will <br /> interface with potential commuter rain,AMTRAK, potential light rail, intercity bus, <br />
