•
public transit, auto pedestrian and bicycle facilities. It will be linked to the downtown
area with enhanced transit service. This facility is currently in design and right-of-way
acquisition and will initially function with AMTRAK, intercity bus, public transit bus,
and park and ride service.
Opportunities exist in and near downtown Everett and along the existing rail corridor for
providing facilities for different modes of transportation(including parking facilities)that
would serve the larger region in general and the downtown in particular.
Section 12. The City of Everett Growth Management Comprehensive Plan, as contained in
Exhibit A of Ordinance#2021-94, Section entitled"Capital Facilities and Utilities Element, C.
Capital Facilities Summaries;"page CF-9 through CF-17, which reads:
E. Capital Facilities Summaries
Capital facilities incorporates numerous components including:
• Emergency Services (fire, police, medical)
• Water/Sewer/Stormwater
• Solid Waste/Recycling
• Parks and Recreation
• Transportation
• Libraries
• Public Housing
• Other City Facilities (buildings)
The following is a summary of these components.
1. Emergency Services (fire, police and medical)
(a) Fire protection. City fire protection is provided by the Everett Fire Department. Mutual aid
agreements also exist with neighboring jurisdictions and special districts. The Department
currently maintains six stations throughout the city; a seventh is being planned for construction.
(See Police and Fire Capital Facilities Map on page 13.) Two of the stations (Stations 2 and 4)
have recently been relocated to new buildings. The structures at the original locations of these
two stations are no longer used for fire protection activities.
A variety of resources are housed within each of the six stations, depending on demonstrated
need. (These include fire engines, ladders, fire fighters, etc.) The four-minute response time
goal is met by the appropriate distribution of these resources.
(b) Police protection. Police protection in the incorporated area of Everett is provided by the
City of Everett Police Department. The Department works cooperatively with other law
enforcement agencies as set forth in interlocal agreements.
Currently, the Police Department maintains 183 full time and one part time employee. Jail
facilities are provided by the Snohomish County Sheriff's Department. Presently the police
divisions are located in several buildings in downtown. It is anticipated that within the next six
years, the Police Department will occupy all of what is now City Hall. A south precinct is also
being studied. Although training facilities are also anticipated to be built, priority will be given
to a south precinct. (See Police and Fire Capital Facilities Map on page 10.)
