Other funding is <br /> flexible and can be moved from one project to another. More detailed information is available in <br /> the transportation section of the plan or from Transportation Services. <br /> 6. City Buildings & Other Related Facilities <br /> The inventory of City-owned buildings has been completed and plans for new construction and <br /> expansion have been outlined. Existing facilities include those used by City Administration, the <br /> Fire and Police Departments, the Library and the Senior Center. The City is currently working <br /> on one new facility -the Animal Shelter. <br /> The anticipated need for additional facilities to house services such as fire and police as a result <br /> of future annexations is expected, in part (a) to depend on future annexation policies, involving <br /> the County and Boundary Review Board, and (b) to be fulfilled by existing facilities within these <br /> specific planning areas. Police and Fire Departments are currently investigating the concept of <br /> shared space. <br /> (a) Inventory and location. See map on page CF-IS. <br /> (b) Forecast of future needs. The city has recently completed the purchase of new buildings <br /> and facilities. In addition, other new buildings are anticipated, including a new animal <br /> control facility. Those facilities not already identified elsewhere in this plan are found in the <br /> table on page CF-34. <br /> (c) Proposed locations of expansion or new facilities. See map on page CF-15. <br /> (d) Six-year funding sources. Funding for general government facilities is principally from <br /> general obligation debt (bonds) of the City of Everett. Other funding is from the city's general <br /> fund <br /> 7. Public Housing <br /> Public Housing issues for the city are addressed through the "Comprehensive Housing <br /> Affordability Strategy" (CHAS) document prepared by the Department of Planning and <br /> Community Development and adopted by the Everett City Council annually. <br /> The city has built public housing financed through general obligation debt. However, the city <br /> does not operate such housing. The city works in partnership with the Everett Housing <br /> Authority and non-profit housing service providers by applying federally funded programs to <br /> these service providers. Our Community Housing Improvement Program (CHIP) is <br /> administered by the city for housing rehabilitation. It is entirely funded by the federal <br /> government and private lending participation. <br /> 24 <br />
