• <br /> Everett's 2012 growth target for those portions of the Everett Planning Area within the city limits <br /> in 1994 are slightly higher than those established by Snohomish County Tomorrow- a <br /> population target of 96,000 as compared to 94,380 proposed by the County, and an employment <br /> target of 112,000 as compared to 109,814 proposed by the County. What this means is that <br /> Everett has provided for more population and employment capacity than required by the County. <br /> This is a more desirable position than if Everett had a lower capacity than the target established <br /> by the County. Everett should be able to accommodate the prescribed growth target. Everett <br /> will monitor the amount of population and employment growth within the city and the Everett <br /> Planning Area, and will continue to work with Snohomish County Tomorrow to ensure that the <br /> growth projected for all of the County can be accommodated in a planned and orderly manner. <br /> Section 3. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance #2021-94, Section of the Land Use Element entitled"1.4 Central <br /> Business District Policies,"pages LU-23 and LU-24, is hereby amended by the addition of the <br /> following policy#1.4.11: <br /> 1.4.11 The following streets are designated as gateway corridors for downtown, and the City <br /> shall give priority to the design and development of transportation and visual <br /> improvements in these corridors in order to encourage and stimulate the redevelopment of <br /> the downtown: <br /> Hewitt Avenue,North Broadway, Everett Avenue, Pacific Avenue, Colby Avenue, <br /> Rucker Avenue between 19th and 43rd Streets, and West Marine View Drive. <br /> Section 4. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance #2021-94, Section of the Land Use Element entitled"1.11.4 Everett <br /> Community College - General Hospital,"page LU-31, which reads: <br /> Everett Community College - General Hospital: Both Everett Community <br /> College and General Hospital Medical Center are located in residential zones in <br /> close proximity to one another in the north Everett area. Both institutions have <br /> previously identified long term expansion needs which could impact the <br /> surrounding neighborhood. Neither institution has sufficiently defined their <br /> future activity, space and land area needs to be able to delineate potential areas for <br /> expansion on a land use map. The recent merger of General Hospital with <br /> Providence Hospital will require further evaluation of expansion in this area. By <br /> consolidating services and eliminating competition between the two institutions, <br /> there may not be a need for hospital expansion in this neighborhood. When <br /> sufficient information from the college and merged hospitals is available, the <br /> issues and opportunities associated with any outward expansion into adjoining <br /> residential areas must be reviewed with substantial input from and agreement with <br /> the affected neighborhood. Until the City has worked with each institution and <br /> the adjoining neighborhood and arrived at a decision as to the future land use <br /> designations for this area, the existing residentially zoned areas shall remain <br /> residential. <br /> is hereby amended to read: <br /> 7 <br />
