Center are large institutional facilities located in a residential neighborhood and in close <br /> proximity in the northwest Everett neighborhood. Both institutions have previously <br /> identified expansion needs. However, the recent merger of General Hospital with <br /> Providence Hospital has, at least temporarily, put a hold on future expansion plans while <br /> long term service plans are evaluated. Until such time that Providence-General Medical <br /> Center identifies future expansion needs, the residential areas abutting the Colby campus <br /> will remain designated for residential use according to the Land Use Map and applicable <br /> policies and regulations. Any changes to these residential land use designations will <br /> require further evaluation by the City in context with an update to the comprehensive <br /> plan. <br /> Everett Community College has identified its expansion plans for the next 10 years <br /> (approximately through 2005) as being satisfied by the conversion of the land located <br /> between Tower Street, 10th Street, Lombard Avenue and Broadway from single family <br /> use to allow for the addition of new classroom space and surface level off-street parking <br /> facilities. The expansion of the college campus into this area is approved subject to the <br /> approval of a detailed master plan that will be implemented through the use of the <br /> Institutional Overlay Zone, which will provide long term predictability for the college <br /> and the surrounding neighborhood. The Institutional Overlay Zone shall be subject to <br /> further environmental analysis and public review by the Planning Commission and City <br /> Council. Any future expansion plans beyond these new boundaries shall be subject to <br /> further review by the City in context with an update to the comprehensive plan and input <br /> from the neighborhood. Future campus growth should be directed toward the North <br /> Broadway arterial corridor, and away from the abutting single family neighborhood. The <br /> land located east of Broadway (west of the North Broadway arterial corridor), and <br /> between Tower Street and 10th Street, which is presently zoned residential is hereby re- <br /> designated"Mixed Use Commercial - Multiple Family." The implementing zoning shall <br /> B-2 (Community Business). <br /> Everett Community College shall work with the neighborhood in the development of the <br /> detailed master plan. The master plan shall provide for off-street parking and access <br /> improvements, with the principal access to the campus on Broadway (not North <br /> Broadway), which reduce the use of on-street parking by college students and staff, shall <br /> provide for the safety of school children walking to the adjacent Whittier Elementary <br /> School campus, shall include measures to direct college traffic away from the residential <br /> neighborhood, shall integrate public transit improvements to the greatest extent possible, <br /> shall provide for efficient on-site pedestrian and vehicular circulation, and shall include <br /> landscaping along street frontages and within parking lots that meet City standards. <br /> Section 5. The City of Everett Growth Management Comprehensive Plan, as contained in <br /> Exhibit A of Ordinance #2021-94, Section of the Land Use Element entitled"1.9.1 Agriculture." <br /> page LU-28, which reads: <br /> 1.9.1 Agriculture: Agricultural land uses in Everett are located within the floodplain and <br /> flood fringe of the Snohomish River. These areas shall continue to be permitted to be used <br /> for commercial agricultural purposes and other compatible land uses as specified in the <br /> Everett Zoning Code. <br /> is hereby amended to read: <br />
