made prior to processing a lower level land use permit application (Review Process I <br /> through IV). <br /> 3. Applications processed in accordance with subsection (2) of this section which <br /> have the same highest numbered classification but are assigned different hearing bodies <br /> shall be heard by the highest decisionmaker. The City Council is the highest, followed by <br /> the Hearing Examiner or Planning Commission, as applicable, and then the Director. <br /> B. Review Process I <br /> Review Process I applies to permit applications that involve minor administrative land use <br /> decisions. The focus of minor administrative review is code compliance verification, to <br /> determine compliance with the City's zoning code and other applicable ordinances and <br /> regulations. Review Process I actions include the following minor administrative <br /> decisions: <br /> 1. Boundary Line Adjustment <br /> 2. Final Binding Site Plan <br /> 3. Binding Site Plan with Previously Approved Site Plans <br /> 4. Zoning Code Compliance <br /> 5. Final Short Plat <br /> 6. Sign Permits <br /> 7. All other review processes listed in the Zoning Code as Review Process I <br /> 8. Zoning determination concerning Business License Applications <br /> 9. Temporary Use <br /> 10. Nonconforming Use - Continuation, Alteration, Modification <br /> 11. Home Occupations Permits <br /> 12. Buffer Reduction for streams, wetlands, geological hazard areas <br /> 13. Reasonable Use application <br /> 14. Accessory Dwelling Unit <br /> 15. Parking Reduction <br /> 16. Parking Reduction with Transportation Management Plan <br /> 17. Landscaping Modification <br /> 18. Determination of Completeness <br /> C. Review Process II <br /> Review Process II applies to all permit applications that involve administrative decisions <br /> made by the Director. <br /> All Review Process II administrative decisions made by the Director shall be issued in <br /> writing. The Director may attach to any permit approval such conditions as may be <br /> necessary to assure compliance with this ordinance, other applicable City ordinances and <br /> regulations, or any other regulations administered by federal or state agencies. <br /> Interim Administrative Procedures Ordinance 4 <br /> ESHB 1724 <br />
