Review Process II applications include the following administrative decisions: <br /> 1. Preliminary Short Subdivision Approvals <br /> 2. Short Subdivision Variations (10% or less) <br /> 3. Preliminary Binding Site Plan Approvals <br /> 4. Administrative Shoreline Permits (less than 1 acre) <br /> 5. SEPA Determinations <br /> 6. Stream and Wetland filling and mitigation <br /> 7. Commercial Day Care in Multiple Family Zone <br /> 8. Up to 25% Expansion of a Nonconforming Use <br /> 9. Determination of Proportionality for Correctional Facilities <br /> 10. Minor Expansion of an existing Special Property Use <br /> 11. All other review processes listed in the Zoning Code as Review Process IIA, <br /> IIB, and IIC <br /> *SEPA threshold determination frequently includes mitigation requirements as <br /> provided for in the City's environmental policy (SEPA) ordinance, Chapter 20.04 <br /> EMC. Any SEPA conditions based on SEPA substantive authority as provided for <br /> in EMC 20.04.240 will be identified in the consolidated permit decision. <br /> D. Review Process III <br /> Review Process III applies to all permit applications that require an open public hearing <br /> before the Land Use Hearing Examiner. <br /> Review Process III actions include the following Hearing Examiner decisions: <br /> 1. Preliminary Subdivision Approvals <br /> 2. Special Property Use Permits <br /> 3. Shoreline Permits (1 acre or larger) <br /> 4. Appeals of Review Process I and II Decisions <br /> 5. Expansion of a Nonconforming Use <br /> 6. Conditional Use Permits <br /> 7. Variances, in conjunction with any decisions for Review Process III permit <br /> applications <br /> 8. All other review processes listed in the Zoning Code as Review Process IIIB <br /> Review Process IIIB actions include rezones and PRD's that are consistent with the <br /> Comprehensive Plan.
