Review Process IV <br /> Review Process IV applies only to applications for variances from the provisions of the <br /> Zoning Code, Chapter 19 EMC, which do not require any Review Process III permit or <br /> Hearing Examiner decision. <br /> Review Process IV applications require an open public hearing before the Board of <br /> Adjustment. <br /> F. Review Process V <br /> Review Process V applies to all proposals which require a legislative decision by the City <br /> Council. Review Process V proposals require a public hearing before the Planning <br /> Commission. All actions taken by the Planning Commission take the form of a <br /> recommendation to the City Council. <br /> Review Process V actions include the following Planning Commission and City Council <br /> legislative decisions: <br /> 1. Rezones in conjunction with a Comprehensive Plan change <br /> 2. Amendment to regulations, Land Use Codes, and Comprehensive Plan <br /> 3. Amendments to the Comprehensive Plan map <br /> 4. Any other action listed in the Zoning Code as Review Process V <br /> 5. Adoption of Sub-Area Plans and Planned Actions <br /> 6. Adoption of a"Planned Development" Overlay Zone <br /> G. Review Process VI <br /> Review Process VI applies to Final Plats which require a City Council approval. <br /> SECTION 4: PROCEDURES FOR PROCESSING PERMITS <br /> A. Pre-application Review <br /> 1. The purpose of pre-application review is to acquaint City staff with a sufficient <br /> level of detail about the proposed development to enable staff to advise the applicant <br /> accordingly. The purpose is also to acquaint the applicant with the applicable <br /> requirements of this ordinance and other applicable City regulations. Further, the pre- <br /> application review is intended to provide the applicant with preliminary direction regarding <br /> the required content of the proposed application. However, the conference is not intended <br /> to provide an exhaustive review of all the potential issues that a given application could <br /> raise.
